1 <br />Mayor Stille stated that is a great interest rate. 2 <br /> 3 <br />Mayor Stille closed the public hearing at 8:22 p.m. 4 <br /> 5 <br />Motion by Councilmember Webster, seconded by Councilmember Walker, to adopt Resolution 6 <br />21-045; a Resolution Authorizing Issuance, Awarding Sale, Prescribing the Form and Details 7 <br />and Providing for the Payment of $2,970,000 General Obligation Street Reconstruction Bonds 8 <br />Series 2021A. 9 <br /> 10 <br />Motion carried 5-0. 11 <br /> 12 <br />V. REPORTS FROM COMMISSION AND STAFF – NONE. 13 <br /> 14 <br />VI. GENERAL BUSINESS OF COUNCIL. 15 <br /> 16 <br />A. Ordinance 2021-02; an Ordinance amending Chapter 152 or the St. Anthony city code, as 17 <br />it relates to accessory buildings requirements, uses and definitions. 18 <br /> 19 <br />City Planner Grittman reviewed City Staff is proposing an amendment to the City’s Accessory 20 <br />Building regulations that impact a series of current zoning ordinance sections, including changes 21 <br />to the Zoning Ordinance Definitions (Section 152.08), and an overhaul of the Accessory 22 <br />Buildings text (Section 152.176). 23 <br /> 24 <br />A public hearing was held at the Planning Commission meeting to invite public comment and 25 <br />there was no public comment offered. The Planning Commission passed a recommendation to 26 <br />adopt the amendments, with one change to the staff item receiving the majority of the discussion. 27 <br />That change relates to the allowable size of a detached garage (or “Accessory Building-Major”) 28 <br />on a single-family parcel. The existing ordinance includes conflicting requirements, which the 29 <br />proposed amendment would resolve. As currently written in the Definitions section, a “Garage” 30 <br />is allowed to be up to 1,000 square feet in floor area, while in the Accessory Building section of 31 <br />the code, such garages are limited to 750 square feet or 80% of the floor area of the principal 32 <br />building. Mr. Grittman provided the language changes in a power point presentation. A table 33 <br />containing the setbacks, maximum square feet within different zones, and maximum height. 34 <br /> 35 <br />Staff recommends Council adopt the proposed zoning ordinance amendment related to 36 <br />Accessory Buildings and Uses. 37 <br /> 38 <br />Councilmember Jenson asked if chicken coops fall under the smaller buildings. Mr. Grittman 39 <br />stated a clause was included for pet enclosures that are less than 35sf. 40 <br /> 41 <br />Mayor Stille stated he feels the 1000sf is a little bold but doesn’t know where that would come 42 <br />into play with setbacks and lot coverage. Mr. Grittman stated the Planning Commission made a 43 <br />point that expanding an existing garage size would be better that outside storage of items that 44 <br />should be stored in a garage. 45 <br /> 46 <br />5
