Resolution 21-046 a resolution approving a summary publication of Ordinance 2021-02. 7 <br /> 8 <br />City Manager Yunker stated this is to allow the publication of the ordinance in a summary 9 <br />format. 10 <br /> 11 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to adopt Resolution 12 <br />21-046; a Resolution Approving a Summary Publication of Ordinance 2021-02. 13 <br /> 14 <br />Motion carried 5-0. 15 <br /> 16 <br />C. Presentation of Body Worn Camera Audit. 17 <br /> 18 <br />Police Captain Jeff Spiess provided a report of the audit done by an outside auditor. State Statute 19 <br />requires the findings of the audit be presented to the City Council. This Statute is relatively new. 20 <br />The items audited include data classification as private, retention of data according to the data 21 <br />retention schedule, access by data subjects, inventory of portable recording system technology, 22 <br />use of agency-issued portable recording systems, authorization to access data and sharing among 23 <br />agencies. MN State Statute 626.8473 applies to public comment and portable recording system 24 <br />policy. 25 <br /> 26 <br />Captain Spiess reviewed the challenges and successes. The challenges have been relatively new 27 <br />technology needed training, internal compliance checks, recordkeeping, funding, dissemination 28 <br />of data, software and hardware and storage. The successes noted were collaboration, high 29 <br />compliance rate, officer buy-in/community buy-in, transparency, SAPD National Model, 30 <br />complaint resolution and case resolution. No discrepancies were noted by the auditor. 31 <br /> 32 <br />Councilmember Webster thanked Captain Spiess for his presentation and helping her understand 33 <br />the dissemination of data and other points. She thanked the entire Police Department for the high 34 <br />standards set and followed. 35 <br /> 36 <br />Councilmember Jenson noted St. Anthony was selected as a National Model when the audit was 37 <br />performed. He asked if this is the first year for the audit and Captain Spiess said it was and is 38 <br />required every two years. Councilmember Jenson asked if there are other certified audit firms 39 <br />and Captain Spiess stated there are. 40 <br /> 41 <br />Councilmember Walker asked for clarification on the two conditions for transferring the data to 42 <br />the public. He also asked if it is an automatic transfer or what is the timeframe. Captain Spiess 43 <br />stated there could be parameters or parts be redacted if the film would be considered graphic or 44 <br />difficult to watch. 45 <br /> 46 <br />6
