VI. GENERAL BUSINESS OF COUNCIL. 1 <br /> 2 <br />A. Resolution 21-061; a Resolution approving the special event permit for VillageFest 3 <br />hosted by St. Anthony VillageFest Inc. at Central Park August 7, 2021, 8:00 a.m. to 4 <br />11:00 p.m. 5 <br /> 6 <br />City Manager Charlie Yunker stated Julianne Hunter has submitted a Special Event Permit to 7 <br />hold the annual VillageFest celebration August 6 & 7, 2021. Since the request involves City 8 <br />property, amplified music and expects to exceed 100 attendees; a Special Event Permit is 9 <br />required. 10 <br /> 11 <br />VillageFest is a large and long-standing community event that involves a number of events in 12 <br />different areas of the City, and required support from the City’s Public Safety and Public Works 13 <br />Departments. 14 <br /> 15 <br />On July 8, 2021 VillageFest representatives met with City staff representatives to discuss the 16 <br />needs of City Services, primarily focused around road closures and staff support for the parade, 17 <br />and support services for events in Central Park. Staff found the requests to be reasonable and 18 <br />consistent with past celebrations. 19 <br /> 20 <br />Copies of the Event Schedule, Special Event Permit Application and 501c3 Letter were provided 21 <br />for Council’s review. 22 <br /> 23 <br />Staff recommends approval of the Special Event Permit to VillageFest August 6 & 7, 2021. 24 <br /> 25 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 26 <br />21-061; a Resolution approving the special event permit for VillageFest hosted by St. Anthony 27 <br />VillageFest Inc. at Central Park August 7, 2021, 8:00 a.m. to 11:00 p.m. 28 <br /> 29 <br />Motion carried 3-0. 30 <br /> 31 <br />B. Liquor Operations Mid-Year Report 32 <br /> 33 <br />Liquor Operations Manager Mike Larson presented a power point of the St. Anthony Village 34 <br />Liquor Operations Mid-Year Report (July 27, 2021). Two other employees of Liquor 35 <br />Operations were present at the meeting Mr. Bill Haugen and Mr. Chris Morke. Mr. Larson noted 36 <br />there are two convenient locations, Silver Lake Village Store and Marketplace Store. The 37 <br />Mission Statement and Vision Statement were provided. Mr. Larson explained the Value of 38 <br />Municipal Liquor Operations and noted the profits are transferred to the General Fund and can 39 <br />be used to Provide Property Tax Levy Relief, Provide Funds for Equipment Purchases for Police, 40 <br />Fire and Public Works Departments, and Supplement General Fund Purchases. 41 <br /> 42 <br />Mr. Larson noted through June 2021, there was a change of customer purchasing habits with a 43 <br />return to pre-COVID 19 sales, first noticeable during June 2021. There were increased sales 44 <br />compared to 2019 and there were less restrictions on bars and restaurants. There was a Sales 45 <br />Increase of 10.7% and a Net Profit Increase of 10%. 46 <br />3
