Mr. Grittman stated this was being discussed prior 5 <br />to COVID. 6 <br />7 <br />Councilmember Walker asked about the requirements for building materials. Mr. Grittman stated 8 <br />the recommendation is that a threshold percentage of exterior wall be a higher level of building 9 <br />materials. Architecture and building materials will be part of the project review. 10 <br />11 <br />Councilmember Jenson stated he liked the way the basic changes were summarized. He asked 12 <br />under item H including one resident at least 55 years old. Mr. Grittman stated one occupant 13 <br />needs to be 55 years old or older but other occupants in same unit could be under 55. 14 <br />15 <br />Mayor Stille asked about item H also and believe it needs to say all units need to have at least 16 <br />one occupant 55 years old or older. Mayor Stille also asked about if restrictions change and how 17 <br />can the City protect themselves. Mr. Grittman stated a Development Contract would need to be 18 <br />in place and the purpose of the project cannot be changed. Some projects may be age restricted 19 <br />with subsidies. 20 <br />21 <br />Councilmember Webster thanked Mr. Grittman and the Planning Commission for their work on 22 <br />this. She asked what the Planning Commission would be reviewing next. Mr. Grittman stated he 23 <br />did not bring his list. Mayor Stille suggested this item be voted on and then Mr. Grittman can 24 <br />provide next steps for the Planning Commission. He agreed the work by the Planning 25 <br />Commission and Staff was well done. 26 <br />27 <br />Motion by Councilmember Jenson, seconded by Councilmember Webster, to adopt Ordinance 28 <br />2021-03; An Ordinance amending the R-4, Multiple Family Zoning District, Section 152.100 – 29 <br />152.105, it its entirety, with the addition of the word “all” by Mayor Stille. 30 <br />31 <br />Motion carried 5-0. 32 <br />33 <br />Mr. Grittman stated Staff has been reviewing the Code for conflicts and some with entail zoning 34 <br />ordinance changes and code changes. The allowed use of single-family residential property in the 35 <br />community and how redevelopment and rehabilitation is treated to have owners reinvest in their 36 <br />properties. 37 <br />38 <br />B.Resolution 21-062; a Resolution Approving Summary Publication for Ordinance 2021-39 <br />03.40 <br />41 <br />C ity Manager Yunker reviewed this Resolution is to approve summary publication for Ordinance 42 <br />2021-03. 43 <br />44 <br />Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution 45 <br />21-062; a Resolution Approving Summary Publication for Ordinance 2021-03.46 <br />3
