City Council Regular Meeting Minutes <br />December 14, 2021 <br />Page 2 <br />1 Sawyer Sullivan, St. Anthony High School student stated one of his favorite parts was being on <br />2 the mock City Council. He enjoyed the water works tour. The Fire Department tour was <br />3 awesome. He enjoyed the planning project posters they did. Thank you to the Council for this <br />4 great experience. <br />5 <br />6 Councilmember Webster stated it is great to highlight the students in the High School. He <br />7 thanked Mr. Yunker and his team for their planning of this event. <br />8 <br />9 Mayor Stille thanked Councilmember Webster for participating. He appreciated the student’s <br />10 presentations on their experiences. This program will be done again in the future. <br />11 <br />12 III.CONSENT AGENDA. <br />13 <br />14 A.Approve November 23, 2021, Council meeting minutes. <br />15 B.Licenses and permits. <br />16 C.Claims. <br />17 D.Resolution 21-087 - Approving 2022 Salary of Charlie Yunker, St. Anthony Village City <br />18 Manager. <br />19 E.Resolution 21-088 - Authorizing Transfers and Closing of Specified Funds. <br />20 F.Resolution 21-089 - Approving Redpath and Company as the City Auditor for Auditing <br />21 Years 2021, 2022, and 2023 and Authorizing the Mayor and City Manager to Execute <br />22 such Engagement Contract. <br />23 G.Resolution 21-090 - Authorizing the Mayor and City Manager to Execute the Agreement <br />24 between Hennepin County and the City of St. Anthony for Road Maintenance Services. <br />25 H.Resolution 21-091 - Approving the Hennepin County Residential Recycling SCORE <br />26 Grant Agreement Amendment. <br />27 I.Resolution 21-092 - Approving Stormwater Facilities Maintenance Agreement with The <br />28 Village, LLC dba Urban Grove and the City of St. Anthony. <br />29 J.Resolution 21-093 - Accepting the Coronavirus Local Fiscal Recovery Fund Established <br />30 Under the American Rescue Plan Act. <br />31 K.Appoint Student Liaison to Parks and Environmental Commission. <br />32 <br />33 Mayor Stille reviewed the consent agenda items adding detail to each. <br />34 <br />35 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve the <br />36 Consent Agenda items. <br />37 <br />38 Motion carried 5-0. <br />39 <br />40 IV.PUBLIC HEARING. <br />41 <br />42 A.Resolution 21-094 - Setting the Final 2022 Tax Levy and General Operating Budget for <br />43 the City of St. Anthony. <br />44 <br />45 Mayor Stille opened the public hearing at 7:18 p.m. <br />46
