City Council Regular Meeting Minutes <br />December 14, 2021 <br />Page 3 <br />1 Finance Director Shelly Rueckert reviewed at the September 14 City Council Meeting, City Staff <br />2 presented the proposed 2022 general fund operating budget and the 2022 overall levy. Staff has <br />3 affirmed the proposed 2022 overall levy is $8,243,092 which represents an increase of $377,497 <br />4 or a 4.8% increase compared to the 2021 overall levy. A detailed power point presentation was <br />5 reviewed for the City Council by Ms. Rueckert. <br />6 <br />7 Councilmember Webster thanked Ms. Rueckert for providing such a detailed look at the 2022 <br />8 Budget. <br />9 <br />10 Mayor Stille referred to the General Fund and Levy slide and pointed out the peak to plateau and <br />11 the debt service was the same in 2021 as it will be in 2022. He compared the increases to other <br />12 neighboring Cities. <br />13 <br />14 There being no additional public input, Mayor Stille closed the public hearing at 7:40 p.m. <br />15 <br />16 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />17 21-094 - Setting the Final 2022 Tax Levy and General Operating Budget for the City of St. <br />18 Anthony. <br />19 <br />20 Motion carried 5-0. <br />21 <br />22 V.REPORTS FROM COMMISSION AND STAFF – NONE. <br />23 <br />24 VI.GENERAL BUSINESS OF COUNCIL. <br />25 <br />26 A.Resolution 21-095 - Approving a Contract with CentralSquare Pro Suite Records <br />27 Management System. <br />28 <br />29 Police Chief Mangseth reviewed the St. Anthony Police Department’s current Records <br />30 Management System (RMS) from LETG-Law Enforcement Technology Group is approaching <br />31 end of life. The company has been sold twice in recent years and the current provider will only <br />32 maintain but not upgrade the system as we move forward. In addition, the current Metro I-net <br />33 Server that houses LETG is approaching end of life. In our collaborative work with the <br />34 Department of Justice (DOJ) Community Orientated Policing Services (COPS) Office (2017) we <br />35 identified the need to provide for a more efficient RMS that will save officer/staff time, fulfill <br />36 our commitment to police department’s strategic plan and efficiently provide detailed statistical <br />37 information to the community. St. Anthony is part of a RMS User Group with three other police <br />38 departments, which saves on the cost, as we are sharing many of the costs across multiple <br />39 agencies. As a group, we have chosen to purchase Pro-Suites RMS. Pro-Suites is also the service <br />40 provider for Tri-Tech, which is an RMS/CAD (Computer Aided Dispatch) program for larger <br />41 allow any information entered by the dispatchers, to populate into our in-house RMS. <br />42 <br />43 Chief Mangseth reviewed Pro RMS and the CentralSquare Minnesota Agencies. Staff <br />44 recommends moving forward with Pro-Suites for our new records management system. Once the <br />45 service agreement is signed, Staff will work with the service provider and partnering agencies to <br />46 migrate to the new system in January of 2022.
