City Council Regular Meeting Minutes
December 14, 2021
Page 4
complete, which will include data migration and training. This item has been included in the
2022 capital budget.

A draft of the Pro Suite Agreement was provided for City Council review.

Councilmember Walker asked if there is a reason the current RMS isn’t being upgraded. Chief
Mangseth stated the current records management system has been bought and sold twice. The
current owner is Central Square. They have also purchased other systems throughout the country.
They have built a number of products contained in a suite that drive multiple functions. They are
going more toward the entire suites. This greatly improves communication and sharing of
information between agencies.

Councilmember Jenson asked how long the transfer of data takes? Chief Mangseth stated within
the 8-month timeframe he does not know how long the transfer will take and will check on that
and report back to the City Council. All information on LETG server will stay on a server and be
available until the transfer is done.

Councilmember Webster thanked Chief Mangseth for outlining this plan.

Mayor Stille stated this appears to improve information received. The City Council supports the
Police Department as well as all City Departments. He appreciates the research done and
thanked Chief Mangseth for his presentation.

Motion by Councilmember Webster, seconded by Councilmember Walker, to approve
Resolution 21-095 - Approving a Contract with CentralSquare Pro Suite Records Management
System.

Motion carried 5-0.

B.Resolution 21-096 – Ratifying the 2022 Agreement between the International Association
of Fire Fighters, Local 3486 Representing the St. Anthony Fire Department Employees
and the City of St. Anthony Village.

City Manager Yunker reviewed this is a resolution ratifying the contract agreement with the fire
union. This is a three (3) year contract with the St. Anthony Fire Department’s employees. Cost
of Living Adjustment (COLA) is set for the first two years with a reopener for wages only in the
third year. Health insurance premium changes will continue to be split equally between City and
employees. The changes in the contract terms were reviewed by Mr. Yunker.

Staff recommends approval of ratifying the 2021-2024 Agreement between the International
Association of Fire Fighters, Local 3486 Representing the Saint Anthony Fire Department
Employees and the City of St. Anthony Village.

Mayor Stille noted this is peer related and we want retention among employees. He thanked the
Unions on behalf of the City Council.
