City Council Regular Meeting Minutes <br />December 14, 2021 <br />Page 5 <br />1 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution <br />2 21-096 – Ratifying the 2022 Agreement between the International Association of Fire Fighters, <br />3 Local 3486 Representing the St. Anthony Fire Department Employees and the City of St. <br />4 Anthony Village. <br />5 Motion carried 5-0. <br />6 <br />7 C.Resolution 21-097 - Ratifying the 2022 Agreement between the Law Enforcement Labor <br />8 Services, Inc. #186 Local Representing the St. Anthony Police Department Licensed <br />9 Employees and the City of St. Anthony Village. <br />10 <br />11 City Manager Yunker reviewed this resolution is ratifying the contract agreement with the police <br />12 union. This is a three (3) year contract with the St. Anthony Police Department’s employees. <br />13 Cost of Living Adjustment (COLA) is set for the first two years with a reopener for wages only <br />14 in the third year. Health insurance premium changes will continue to be split equally between <br />15 City and employees. Mr. Yunker reviewed the summary of changes in the contract terms. <br />16 <br />17 Staff recommends approval ratifying the 2021-2024 Agreement between the Law Enforcement <br />18 Labor Services Inc #186 Local Representing the Saint Anthony Police Department Licensed <br />19 Employees and the City of Saint Anthony Village. <br />20 <br />21 Motion by Councilmember Walker, seconded by Councilmember Randle, to approve Resolution <br />22 21-097 - Ratifying the 2022 Agreement between the Law Enforcement Labor Services, Inc. #186 <br />23 Local Representing the St. Anthony Police Department Licensed Employees and the City of St. <br />24 Anthony Village. <br />25 <br />26 Motion carried 5-0. <br />27 <br />28 D.Resolution 21-098 – Ratifying the 2022 Agreement between the International Union of <br />29 Operating Engineers Local No. 49-AFL-CIO Representing the St. Anthony Public Works <br />30 Department Employees and the City of St. Anthony Village. <br />31 <br />32 City Manager Yunker reviewed this resolution is to ratify the contract agreement with the public <br />33 works union. This is a three (3) year contract with the St. Anthony Public Works Department’s <br />34 employees. Cost of Living Adjustment (COLA) is set for the first two years with a reopener for <br />35 wages only in the third year. Health insurance premium changes will be split equally between <br />36 City and employees. The union requested additional market adjustments to ensure that all <br />37 positions were at a comparable level to the department’s peers. Management compared the <br />38 current wages to peer cities and found the request to be justified, and appropriate market <br />39 adjustments were made. The union also agreed to implement a step system to the Crew Leader <br />40 positions to help the City absorb wage increases in the future as those positions change over due <br />41 to anticipated retirements.
