Ordinance 2022-03 — Amending the St. Anthony City Code by Amending Sections <br />Related to Swimming Pools, Refuse Handling, Signs, Natural Landscapes, Parking, <br />Accessory Uses and Administrative Procedures. <br />Motion by Councilmember Webster, seconded by Councilmember Walker, to <br />approve First Reading of Ordinance 2022-03, Amending various sections of the City <br />Code relating to Administration, Swimming Pools, Rubbish Collection, Signs, <br />Natural Landscapes, and other sections. <br />Motion carried 5-0. <br />i. Resolution 22-042 Approving Summary Publication for Ordinance 2022-03. <br />This Resolution will not be acted on as the Ordinance was approved for First <br />Reading. <br />V. REPORTS FROM COMMISSION AND STAFF — NONE. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 22-043 — Renewing the Master Partnership Contract with the Minnesota <br />Department of Transportation. <br />City Engineer Messner reviewed before Council this evening is a proposed master partnership <br />contract between the Minnesota Department of Transportation (Mn/DOT) and St. Anthony <br />Village. The Master Partnership Contract provides a framework for Mn/DOT and Local <br />Agencies to provide services and payment to each other. A few Mn/DOT provided routine <br />services are included in the contract (Exhibit A) but all other services require work orders <br />describing costs and scope. <br />Councilmember Webster asked about the City using MSA funds and using MnDOT. She asked <br />how many projects are MSA roadways. Mr. Messner stated on average 20% of the projects for <br />which MnDOT is utilized. <br />Motion by Councilmember Webster, seconded by Councilmember Walker, to approve <br />Resolution 22-043 — Approving Renewal of the Master Partnership Contract with the Minnesota <br />Department of Transportation. <br />Motion carried 5-0. <br />B. Resolution 22-044 — Approving a Contract with MNSPECT LLC to Provide Building <br />Inspection Services. <br />City Manager Yunker reviewed at its regular meeting on March 24, 2015, the St. Anthony City <br />Council approved a Joint Powers Agreement with the City of New Brighton for building <br />inspection services which was effective May 1, 2015. <br />
