City Council Regular Meeting Minutes <br />June 14, 2022 <br />Page 2 <br />Councilmember Webster thanked Mr. Spriggs and noted since they moved to St. Anthony they <br />have been involved with the youth of the City. She appreciates the dedication he has extended to <br />the youth. <br />Mayor Stille congratulated Dan on behalf of the City Council. <br />C. Swearing In of St. Anthony Police Officer Manuel Dominguez Jr. <br />9 Police Chief Mangseth stated both of the candidates are supported by friends, family and city <br />10 staff. Both candidates were able to demonstrate through their training, experience and in-depth <br />11 application and interview process. They possess the skillset, character traits, service mindset and <br />12 dedication necessary to join the policing team. <br />13 <br />14 Officer Dominguez was born and raised in Southern Minnesota. He graduated from Worthington <br />15 High School. He attended Alexandria Technical School majoring in law enforcement. His <br />16 previous policing experience as a part-time officer in Springfield, MN. He also worked full-time <br />17 with the Nobles County Sheriff's Department. <br />18 <br />19 D. Swearing In of St. Anthony Police Officer Samuel Shafer. <br />20 <br />21 Officer Shafer was born and raised in Minnesota growing up in the Woodbury — Cottage Grove <br />22 area. He graduated from Eastridge High School and attended Inver Grove Community College <br />23 and earned an Associates degree in Law Enforcement. He attended the Certified Skills Program <br />24 at Hennepin Technical College and became a member of the White Bear Lake Police Reserve <br />25 Program. He went on to work as a community service officer, dispatcher and then full time <br />26 police officer with the city of White Bear Lake. <br />27 <br />28 Both officers have begun field training with St. Anthony and will be going through a 16 week 4- <br />29 phase FTO process. <br />30 <br />31 Both officers read the oath and received their badges from family members. Officers were <br />32 congratulated by each City Council member. Photographs were taken. <br />33 <br />34 Mayor Stille stated on behalf of the City Council and the community Officers Dominguez and <br />35 Shafer are welcomed to St. Anthony. They have joined a family of all departments within the <br />36 City. On the squad cars it says Safety Through Service. The City Council will support the Police <br />37 Department with equipment and training to enable all to do the best job and keep yourself safe. <br />38 <br />39 III.
