PUBLIC HEARING - NONE. <br />6 <br />7 V. REPORTS FROM COMMISSION AND STAFF - NONE. <br />9 VI. GENERAL BUSINESS OF COUNCIL. <br />10 <br />11 A. Resolution 22-051 — Approving Appointment and Appointing the Vice Chair to the Parks <br />12 and Environmental Commission. <br />13 <br />14 City Manager Yunker reviewed Commissioner Renee Reed, who currently serves as the Vice <br />15 Chair of the Parks & Environmental Commission, has submitted her resignation effective June 7, <br />16 2022, which creates a vacancy on the Commission. The last time the City Council conducted <br />17 interviews and subsequently filled a vacancy on February 22, 2022, Lona Doolan was identified <br />18 as an alternate to fill any mid-term vacancies that arose. The resignation triggers appointing <br />19 Lona Doolan to the Parks & Environmental Commission to fulfill the term vacated by Renee <br />20 Reed and it requires the Council to appoint a new Vice Chair for the Commission for the <br />21 remainder of 2022. <br />22 <br />23 Motion by Councilmember Webster, seconded by Councilmember Walker, to Approve <br />24 Resolution 22-051 — Approving the appointment of Lona Doolan to the Parks and Environmental <br />25 Commission to fulfill the term vacated by Renee Reed and appoint Terese Bourdeau as the Vice <br />26 Chair for the Commission for the remainder of 2022. <br />27 <br />28 Motion carried 5-0. <br />29 <br />30 B. Resolution 22-052 — Approving the Memorandum of Understanding between the City of <br />31 St. Anthony Village and the Metropolitan Council of Environmental Services Relating to <br />32 Ongoing Inflow and Infiltration Program. <br />33 <br />34 City Engineer Justin Messner reviewed the City of St. Anthony Village is currently identified by <br />35 the MCES as a contributor of excess I/I and as such is included in the MCES I/I Surcharge <br />36 Program. Mr. Messner explained what inflow and infiltration is with a power point presentation. <br />37 <br />38 Since being identified as a contributor of excessive 1/I, the City has taken an aggressive approach <br />39 to mitigate UI, some of which includes: <br />40 • Adopted a City Ordinance that prohibits and requires disconnection of foundation <br />41 (passive) drains, sump pumps, and rain leaders. <br />42 • City-wide passive drain and sump pump inspection completed in 2007. <br />43 • Implementation of a "point of sale" inspection program of sump pump and passive <br />44 drainage systems. <br />45 • Annual street reconstruction programs include the complete replacement of sanitary <br />46 sewer system located within road right-of-way. <br />
