Cities can do this by <br />3 resolution and the samples provided are really good. He encouraged the Commission to <br />4 proceed. He stated the other cities passed the resolution ongoing. <br />5 <br />6 If signage can be done it could be included in the resolution. The information that <br />7 Commissioner Doolan has could be included on a City webpage. <br />8 <br />C.9 Parks CIP Discussion. <br />10 <br />11 Public Works Superintendent Zach Lundberg reviewed City Staff engaged WSB to conduct a <br />12 parks evaluation to assist in refining the City’s Capital Improvement Plan (CIP) that includes <br />13 scheduling replacements for all City assets. The Parks & Environmental Commission <br />14 reviewed the report and offered comments. The Commission did not have any <br />15 recommendations for changes to amenities within the parks or had any additional priorities <br />16 other than those identified by the WSB assessment. <br />17 <br />18 The primary take-away was that the playground equipment at Silver Point Park is the highest <br />19 priority for replacement and should be done as soon as possible. The City has a bid for that <br />20 work and is working with the vendor to add a swing set to the scope and get the replacement <br />21 completed. <br />22 <br />23 Public Works performed additional improvements outside the assessment in 2022 including: <br />24 Installed drain tile at Central Park. <br />25 Replaced carpeting in Central Park Pavilion. <br />26 Planted trees along the north/south trail at Central Park. <br />27 Purchased mobile hockey boards at Silver Point Park. <br />28 Regraded the area for the hockey rink at Silver Point Park. <br />29 Repaved the trail on the west side of Salo Park north pond. <br />30 Installed timed locks on the doors at Emerald, Central and Silver Point Parks. <br />31 <br />32 As the City begins the 2024 budget process, staff is seeking input from the Parks & <br />33 Environmental Commission on prioritizing the asset replacements to refine the CIP plan and <br />34 help the Council plan for funding those replacements in the long-term. <br />35 <br />36 For 2023, the replacement of the playground at Silver Point Park and repairs to the skate park <br />37 in Central Park is budgeted. The Commission is asked to consider the recommendations and <br />38 consider the priority order and ideal scheduled for the items listed. Staff will use that to <br />39 determine scheduling while balancing city-wide CIP needs, and long-term funding with the <br />40 City Council. The recommendations from the WSB Report citing short-term and long-term <br />41 projects for Silver Point Park, Water Tower Park, Central Park, Emerald Park and Tennis <br />42 Court (“Well House Park”).
