Parks and Environmental Commission Regular Meeting Minutes <br />September 18, 2023 <br />Page 3 <br />1 Commissioner Lona Doolan stated there are 35 Village Gardeners presently. She provided <br />2 updates on collaborations with Public Works including the St. Anthony Boulevard Planters. <br />3 The Trillium Park Sign was updated. She invited residents to consider Joining the Garden <br />4 Club. Villagegardeners55418@gmail.com. <br />5 <br />6 VI.COMMISSION REPORTS. <br />7 <br />8 Commissioner Holliday stated he has been keeping a list of questions. There were some heavy <br />9 rains and the trail in Central Park between the fields was unusable. He had a conversation with <br />10 a resident who at a concern about the bike paths in St. Anthony and her main thought was <br />11 having a clear designated bike path similar to the greenway. She had suggested a tree canopy. <br />12 Integrating the bike system with neighboring communities. The St. Anthony Village Chamber <br />13 of Commerce is re-established. He is a newly elected member of the Chamber Board. He <br />14 found the baseball fields at Silver Point Park that could be reduced. The baseball boosters are <br />15 against reducing fields. He had suggested the availability of lighting on the fields could <br />16 increase the usage. He lives behind the splash pad and wondered why it closed on Labor Day <br />17 and suggested it be extended when weather permits. The Central Park pavilion noise issue was <br />18 a problem in Spring and Summer this year. The Noise Ordinance is vague. He suggested an <br />19 additional permit be needed when there would be substantial noise. <br />20 <br />21 Commissioner Doolan thinks they did a great job on Climate Outreach. There were 348 <br />22 participants in the Climate Survey. She had a lot of conversations with residents at <br />23 VillageFest. One resident has 4 rain barrels and has captured a large amount of water. She <br />24 suggested reaching out to residents for their ideas. On October 18, Ramsey County is doing a <br />25 climate presentation. <br />26 <br />27 Commissioner Fee captured some data about the wellhouse courts. She will provide at next <br />28 quarterly meeting. <br />29 <br />30 Student Liaison Addie Aman introduced herself and she is the President of the School Green <br />31 Team. <br />32 <br />33 II.OTHER BUSINESS. <br />34 <br />A.35 Silver Point Park Playground. <br />36 <br />37 Public Works Director Jeremy Gumke reviewed City Staff has been working on a replacement <br />38 plan for the Silver Point Park playground equipment over the past few years, and prioritized <br />39 the replacement due to its age and non-compliance with current ADA standards. <br />40 <br />41 Mr. John Gilbertson, Minnesota – Wisconsin Playground presented. He distributed handouts <br />42 to the Commission. He provided information on the company and Playcore. He provided <br />43 information on the difference between Accessibility and Inclusivity. <br />44 <br />45 An initial replacement quote was obtained but the project did not move forward until funding <br />46 was identified. When that was ready, the vendor was unresponsive and after multiple attempts <br />47
