City Council Regular Meeting Minutes <br />November 28, 2023 <br />Page 3 <br />1 Mr. Messner reviewed the method for selection for Reconstruction Projects includes flood relief <br />2 effort, existing utility deterioration, pavement condition and adjacent infrastructure replacement <br />3 (construction phasing). The method for selection of Mill & Overlay Projects is to maintain and <br />4 extend the life previously reconstructed roadways. The method for selection of Thin <br />5 Maintenance Overlays is a non-structural asphalt layer applied as a maintenance treatment for <br />6 short-term corrective action. <br />8 A list of the locations for the proposed mill and overlay project was provided. The proposed thin <br />9 maintenance overlay will be on 31 s` Avenue NE (Silver Lake Road to Rankin Road). The <br />10 concrete work at Salo Park will replace cracked panels. The total cost for the proposed <br />11 improvements is estimated to be $2,667,600. These improvements <br />were included with the bid package for cost information and future Council consideration. <br />Mr. Messner reviewed the project schedule with substantial completion being done in September <br />2024. Mr. Messner stated the agreement includes the City assuming <br />maintenance of the area. Mr. Yunker stated the funds come from the stormwater fund. <br />Councilmember Jenson referred to Silver Point Park and asked when that will be completed, and <br />Mr. Messner stated nothing is planned at this time but was included in the facilities maintenance <br />study. The playground replacement project is still going forward. <br />Mayor Stille stated the street maintenance plan makes sense. <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, for approval of <br />Resolution 23-063 — Accepting Plans and Specifications and Ordering Advertisement for Bids <br />for the 2024 Street Improvement Project. <br />Motion carried 4-0. <br />C. Resolution 23-064 — Ratifvine the 2024 Agreement Between the International <br />Association of Fire Fighters, Local 3486 Representing the St. Anthony Fire Department <br />Employees and the City of St. Anthony Village. <br />
