City Council Regular Meeting Minutes November 28, 2023 Page 4 1 City Manager Yunker reviewed this resolution is for approving the Cost of Living Adjustments 2 (COLA) and market adjustment for Police Officers. A three (3) year contract with the St. 3 Anthony Fire Department, Police Department, and Public Works Department's employees was 4 approved in 2021 which included a reopener for wages in the third year. Health insurance 5 premium changes will be split equally between the City and employees. 6 7 The union agreed to a 3.50% COLA increase, as was anticipated during the budget and levy 8 discussions in preparation for the preliminary levy approval on September 12, 2023. The union 9 also requested a change in methodology to calculate longevity in an effort to be at a comparable 10 level to the department's peers. The existing contract also included a Memorandum of 11 Understanding (MOU) for a wage differential for those members who obtained a paramedic 12 license by the Emergency Medical Services Regulatory Board (EMSRB), which was removed 13 and absorbed into the wage table provided. 14 15 Staff recommends approval of the 2024 Agreement between the International Association of Fire 16 Fighters, Local 3486 Representing the Saint Anthony Fire Department Employees and the City 17 of St. Anthony Village. 18 19 Councilmember Webster thanked Mr. Yunker for the outline of each contract. 20 21 Councilmember Jenson stated he appreciates the way the pay scales were laid out in the 22 presentation. Mr. Yunker noted the relationship with all the unions continues to be very strong 23 and cordial. They appreciate the support from the Council. 24 25 Councilmember Walker stated he appreciates the pay scales being provided. 26 27 Motion by Councilmember Webster, seconded by Councilmember Walker, for approval of 28 Resolution 23-064 — Ratifying the 2024 Agreement Between the International Association of 29 Fire Fighters, Local 3486 Representing the St. Anthony Fire Department Employees and the City 30 of St. Anthony Village. 31 32 Motion carried 4-0. 33 34 D.
