City Council Regular Meeting Minutes <br />November 28, 2023 <br />Page 4 <br />1 City Manager Yunker reviewed this resolution is for approving the Cost of Living Adjustments <br />2 (COLA) and market adjustment for Police Officers. A three (3) year contract with the St. <br />3 Anthony Fire Department, Police Department, and Public Works Department's employees was <br />4 approved in 2021 which included a reopener for wages in the third year. Health insurance <br />5 premium changes will be split equally between the City and employees. <br />6 <br />7 The union agreed to a 3.50% COLA increase, as was anticipated during the budget and levy <br />8 discussions in preparation for the preliminary levy approval on September 12, 2023. The union <br />9 also requested a change in methodology to calculate longevity in an effort to be at a comparable <br />10 level to the department's peers. The existing contract also included a Memorandum of <br />11 Understanding (MOU) for a wage differential for those members who obtained a paramedic <br />12 license by the Emergency Medical Services Regulatory Board (EMSRB), which was removed <br />13 and absorbed into the wage table provided. <br />14 <br />15 Staff recommends approval of the 2024 Agreement between the International Association of Fire <br />16 Fighters, Local 3486 Representing the Saint Anthony Fire Department Employees and the City <br />17 of St. Anthony Village. <br />18 <br />19 Councilmember Webster thanked Mr. Yunker for the outline of each contract. <br />20 <br />21 Councilmember Jenson stated he appreciates the way the pay scales were laid out in the <br />22 presentation. Mr. Yunker noted the relationship with all the unions continues to be very strong <br />23 and cordial. They appreciate the support from the Council. <br />24 <br />25 Councilmember Walker stated he appreciates the pay scales being provided. <br />26 <br />27 Motion by Councilmember Webster, seconded by Councilmember Walker, for approval of <br />28 Resolution 23-064 — Ratifying the 2024 Agreement Between the International Association of <br />29 Fire Fighters, Local 3486 Representing the St. Anthony Fire Department Employees and the City <br />30 of St. Anthony Village. <br />31 <br />32 Motion carried 4-0. <br />33 <br />34 D. Resolution 23-065 — Ratifying the 2024 Agreement Between the Law Enforcement Labor <br />35 Services, Inc. #186 Local Representing the St. Anthony Police Department Licensed <br />36 Employees and the City of St. Anthony Village. <br />37 <br />38 City Manager Yunker reviewed this resolution approves the Cost of Living Adjustments (COLA) <br />39 and market adjustment for Police Officers.
