Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 9 <br />1 nuisance and some communities have implemented a night minimum. One idea would be a <br />2 two night minimum. She would like to hear more from the community on this matter. <br />3 <br />4 Commissioner Erickson stated he does not have a strong opinion one way or another. St. <br />5 Anthony is unique in that 55% of the housing in the City is multi-family rental housing. <br />6 Allowing short term rentals would take away from the availability of those 2100 single family <br />7 units. <br />8 <br />9 Chair Socha stated she feels strongly she does not like the perpetual short term rentals. In her <br />10 travels she has spoken to locals saying they are homeless because the rentals are for tourists. <br />11 She suggested a two week exception might be a good idea. If properties have a license they <br />12 should be grandfathered in and able to continue. She would like to hear more resident input. <br />13 There could be a fine for doing this without a license. <br />14 <br />15 Commissioner Kuykendall agreed on the limits on the amount of time and suggested a five <br />16 night minimum. Overnight is too short. <br />17 <br />18 Commissioner Rude stated this could be a business. He asked why we are defining residential <br />19 use. Mr. Grittman stated occupancy of a residential structure does not mean they are residing <br />20 there. We are adopting something here that doesn’t fit the Code. A dwelling unit is defined <br />21 where a single family lives there. Mr. Grittman stated with the word resident is used it is <br />22 suggesting a long term resident. <br />23 <br />24 Chair Socha stated she likes the idea of a survey and suggested someone on staff put together <br />25 some questions regarding either supporting or not supporting short term rentals. Ms. Miller <br />26 stated she will need to discuss with the City Manager. This type of outreach has not been done <br />27 in the past. The questions should be reviewed by the Commission and the City Council before <br />28 being sent out. Chair Socha stated she would like to hear options available for such a survey. <br />29 <br />30 Commissioner Erickson stated there is a consensus on getting community feedback. <br />31 <br />32 Commissioner Rude suggested going with six months and leaving it at that. Easier to just say <br />33 no. There are hotels all around that are available for short term rentals. <br />34 <br />35 Chair Socha noted the three options that could be presented to the community would be it is <br />36 not allowed at all, perpetual use allowed but limiting, or occasional use. What occasional <br />37 would look like has a few options. <br />38 <br />39 Chair Socha introduced the next topic for discussion – the single family home rental <br />40 restrictions. <br />41 <br />42 Commissioner Kuykendall stated he owns rental units in other cities. Rental licenses are low <br />43 compared to where he has his units. This is difficult for him because this City is different from <br />44 where his rentals are located. He does not believe he is in favor of restricting individual <br />45 ownership rentals but he is in favor of corporations not having a huge stock in renting units.
