Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 10 <br />1 He takes care of those rental properties he owns. If someone takes care of their properties he <br />2 has no issues. If someone doesn’t that should be addressed by code enforcement. <br />3 <br />4 Chair Socha feels the code that addresses the appearance of the property and code <br />5 enforcement. <br />6 <br />7 Commissioner Rude stated it would be difficult to limit it to individuals rather than <br />8 corporations. If a home cannot be sold due to tax purposes, it should be able to be rented. If <br />9 we limit the number of people that can rent house values will go down as they cannot be <br />10 rented. It would be unfair. The rental applications come up every three years. New <br />11 applications should have priority over renewals. <br />12 <br />13 Chair Socha stated she knows of two homes in St. Anthony where older people left their home <br />14 to see how they liked senior living. There are many reasons that people want to hold onto their <br />15 homes. Homeowner associations are not well liked due to restrictions so work arounds are <br />16 occurring. One suggestion is to limit four licenses per applicant. She asked how that could be <br />17 monitored. Mr. Grittman stated it is not uncommon to have those restrictions for alcohol sale <br />18 or pawn shops and limit the number of licenses individuals can be party to. <br />19 <br />20 Commissioner Hendrickson stated the Minneapolis Federal Reserve has produced a couple of <br />21 publications regarding single family housing. There are tools for census tracking. St. Anthony <br />22 is at 2.5% and below average for single family homes. Having single family rentals in the <br />23 community is an asset. The supply and demand curve for home ownership is affected if this is <br />24 limited. <br />25 <br />26 Commissioner Erickson hadn’t thought about the special circumstances due to a life event <br />27 where an owner may need to rent. He asked about the 54 number and asked if that has <br />28 remained unchanged in the last few years. Mr. Grittman stated it is within the range but he <br />29 does not know what the trends have been. <br />30 <br />31 Chair Socha stated she feels more comfortable limiting short term rentals. There may be <br />32 circumstances where people cannot be in their home, they can’t afford to sell and renting <br />33 would be an option. <br />34 <br />35 Commissioner Kuykendall stated he does not know how robust inspections are at this time in <br />36 St. Anthony. He would feel better about having solid code inspections on rentals rather than <br />37 limiting the number of rentals. Then we know the properties would be taken care of. <br />38 <br />39 Chair Socha stated when it comes to affordability renting is an aspect. Renting is more <br />40 affordable. <br />41 <br />42 Commissioner Rude stated Minneapolis and St. Paul are making it difficult to be a landlord. <br />43 They are doing the opposite of what should be done. He cited an example of what his father <br />44 did in Indiana. Home ownership is a bundle of rights. The person that lives in the property <br />45 needs to take care of the property. Other communities are doing heavier code enforcement. <br />46
