City Council Regular Meeting Minutes <br />September 24, 2024 <br />Page 4 <br />1 While the applicants have added additional clarity to the proposed use and provided a concept <br />2 site plan that suggests additional green space on the most impervious site, there are a number of <br />3 modifications or supplemental elements that should be incorporated into any recommendation <br />4 for the PUD amendment. Those modifications include the following: <br />1.5 Provide information on staffing during religious services in the multi-purpose room, <br />6 and scale the capacity of the assembly to match the remaining available parking on <br />7 the site, at the rate of 2.5 persons per parking space. <br />2.8 Provide an interior floor plan schematic that shows the planned multi-purpose space, <br />9 and how assembly capacity will be controlled to meet the maximum imposed by the <br />10 parking supply. <br />3.11 Close the westerly of the two access driveways to Kenzie Terrance, and add green <br />12 space and landscaping to replace the driveway removal. <br />4.13 Provide a more detailed landscaping plan that identifies the proposed planting <br />14 materials in the illustrated green spaces on the site, as well as the existing green <br />15 spaces at the perimeter of the site, including a maintenance plan for improving those <br />16 overgrown area. (The applicants asked that this condition be waived due to <br />17 considerations over cost). <br />5.18 Provide information on the outdoor play area, including surfacing, amenities or <br />19 structures in the play area, and method of separation from the adjacent driveway <br />20 (fencing, etc.). (The applicants asked that this condition be waived due to <br />21 considerations over cost). <br />22 <br />23 To these conditions the Planning Commission added the following: <br />6.24 Preparation of a traffic and parking impact assessment, identifying the peak capacity <br />25 of the site during busy periods, and how the site would accommodate both traffic <br />26 distribution and parking needs. This assessment needs to incorporate the requirements <br />27 of Hennepin County related to changes to use and access to Kenzie Terrace, a County <br />28 jurisdiction roadway. <br />7.29 Information documenting environmental conditions on the property, and how the <br />30 applicants proposed to address those conditions given the proposed uses and changes <br />31 to the site and/or building. <br />32 <br />33 To recommend approval of the amendment, the following findings should be considered that <br />34 were generated by the discussion and public hearing: <br />1.35 The land use plan chapter of the 2040 Comprehensive Plan identifies the site for <br />36 Commercial Uses. <br />2.37 The 2040 Comprehensive Plan includes a variety of mixed use opportunities on <br />38 Commercial property. <br />3.39 The current Kenzie Terrace PUD District references the R-4 District for alternatives <br />40 to the approved PUD plans. <br />4.41 The R-4 District includes religious assembly uses as an allowed use, and by <br />42 extension, these uses are allowable in the Kenzie Terrace PUD District. <br />5.43 The proposed use is a reasonable adaptive re-use of an existing vacant building and <br />44 property. <br />6.45 Religious Assembly uses are commonly found in residential areas of the City, like the <br />46 mixed residential neighborhoods near the proposed site.
