City Council Regular Meeting Minutes
September 24, 2024
Page 5
7.1 The site is located on major roadways supporting traffic volumes generated by the
2 property.
8.3 The applicant’s proposal provides an important service to the community at large and
4 justifies the departure from the original PUD goals.
5
6 Following the August 20 Planning Commission meeting, the applicants met with Staff to discuss
7 the conditions. Staff indicated that the supplemental information requested by the Commission
8 should be submitted at least one week prior to the Council meeting at which the item would be
9 considered. The applicant sought a deferral to the September 24th meeting for time to complete
10 the additional information.
11
12 The supplemental materials submitted by the applicants for the PUD Amendment were provided.
13 The materials are intended to be in response to additional analysis and data requested by the
14 Planning Commission as part of the Commission’s recommendation of approval of the PUD
15 Amendment. Because of the timing of the submission, staff has had limited opportunity to
16 review and report on the content of the newly submitted materials prior to the preparation of staff
17 reports for the meeting agenda.
18
19 The supplemental materials are intended to address the following:
1.20 Provide information on staffing during religious services in the multi-purpose room, and
21 scale the capacity of the assembly to match the remaining available parking on the site, at
22 the rate of 2.5 persons per parking space.
-23 Anticipated volumes provided for programs would not exceed total parking available
24 on site. Volumes do not reflect future plans related to business space rental.
2.25 Provide an interior floor plan schematic that shows the planned multi-purpose space, and
26 how assembly capacity will be controlled to meet the maximum imposed by the parking
27 supply.
-28 Interior floor plan provided for the first floor.
3.29 Close the westerly of the two access driveways to Kenzie Terrace, and add green space
30 and landscaping to replace the driveway removal.
-31 Updated site plan was included and shows the closure of the westerly driveway to
32 Kenzie Terrace. Green space and landscaping not confirmed.
4.33 Provide a more detailed landscaping plan that identifies the proposed planting materials
34 in the illustrated green spaces on the site, as well as the existing green spaces at the
35 perimeter of the site, including a maintenance plan for improving those overgrown areas.
-36 Proposed landscaping shown on previous site plan. The applicants asked that this
37 condition be waived due to considerations over cost. Applicants stated that
38 landscaping would be a future phase of project. Landscaping has been removed from
39 site plan.
5.40 Provide information on the outdoor play area, including surfacing, amenities or structures
41 in the play area, and method of separation from the adjacent driveway (fencing, etc.).
-42 Proposed outdoor play area shown on previous site plan. The applicants asked that
43 this condition be waived due to considerations over cost. Applicants stated that the
44 outdoor play area would be a future phase of project. Outdoor play area was removed
45 from site plan.
