November 12, 2024 St. Anthony Council Work Session - 3 <br />Councilmember Randle stated there is only one property to be developed for multi-family housing and <br />nowhere would there be 30-49 parking spaces. He asked where else could EV stations be added. Mr. <br />Grittman stated he assumed this would apply to re-development projects in St. Anthony. This would <br />apply to any parking lot with the thresholds provided. <br />Councilmember Jenson asked about Phase II of the Ruby. Would they need to implement this? Mr. <br />Yunker stated this is a phase of an existing project and the requirement would not apply. Mayor <br />Webster stated on the tour she thought there were plans for charging stations. Mr. Grittman stated <br />there is still an application for Level 1 charging for some people. <br />Councilmember Doolan stated EV bikes and EV scooters can also be charged at these sites. She <br />researched the difference between not planning for the infrastructure it would be 4 times more <br />expensive to retrofit. It is going to be a demanding amenity going forward. Councilmember Doolan <br />asked if there is a need for a broader approach for the Climate Action Plan. She suggested the policies <br />be looked at more broadly. <br />Mayor Webster stated there may be shifts in the State building codes. <br />Councilmember Randle suggested we take this slowly and take a more measured approach before trying <br />to force feed. It is not productive to try to address everything at once. We do not know what the State <br />will do. He has issue with making things broader at this time rather than waiting to see what the future <br />holds. <br />Mayor Webster stated these are shifts all cities need to make. She asked if there is consensus to move <br />forward with the proposed language. Councilmember Randle asked if we are using incentives. <br />Councilmember Jenson stated since we have no place to build anything new. This would only apply to a <br />parking lot being torn up. He does not see this happening for a number of years. This provides a baseline <br />to start from and it shows we are going down the path to recognize the increase in EV. Roseville has had <br />a year’s experience and asked if there has been any negative feedback. Mr. Grittman offered to follow <br />up with Roseville staff to hear their experience. Mr. Yunker asked what approach the Council wants to <br />take with either incentives or being hands-off. <br />Councilmember Randle stated we need to keep in mind Roseville is much larger than St. Anthony. He is <br />not against the ordinance. It makes sense if we are not making it mandatory. He would prefer incentives <br />over requirements to install infrastructure. <br />Councilmember Doolan stated she would require regulation requiring new development to plan for this. <br />The customers are going to start requesting the service. We can incentivize current properties to <br />accelerate their plans. <br />Councilmember Jenson stated this should apply to future developments. <br />Councilmember Randle stated we are assuming people are going hog wild over EV. <br />Councilmember Doolan stated she has an EV and would like to move into a facility with EV chargers. <br />Mayor Webster stated it is less expensive to own and operate an EV. The maintenance on an EV is <br />almost zero. <br />7
