Planning Commission Regular Meeting Minutes <br />March 18, 2025 <br />Page 8 <br /> <br />Mr. Dave Tebrake, Miller Architects and Builders, representing Mr. Vang in this 1 <br />development, stated this facility is licensed through the MN Department of Health with an 2 <br />assisted living license. Assisted living is where there is staff on site to assist a senior resident. 3 <br />A nursing home is another level of care. Regarding the conversion of this building to market-4 <br />rate housing is not being considered by the applicant. Their company specializes in senior 5 <br />living. The demand is increasing for assisted living facilities. The maximum number of staff 6 <br />at the highest time during the day would be 5 staff which would leave 6 other spots for 7 <br />visitors. Unfortunately, there are not a ton of visitors. One-third of the residents never get a 8 <br />visitor. The 11 parking spots will be sufficient. There are 34 stalls within 150 feet of the 9 <br />property. They feel the parking is adequate on site. Mr. Vang, the owner, is also available for 10 <br />questions along with the owners of the property the Mortenson’s. 11 <br /> 12 <br />Commissioner Morita asked if there progressive care is available at the facility. Mr. Tibrock 13 <br />stated there is a license available for memory care, but Mr. Vang is not planning for that in the 14 <br />future. Commissioner Morita stated a staff of five seemed low but since it isn’t memory care 15 <br />or nursing home care that would be sufficient. 16 <br /> 17 <br />Commissioner Erickson asked about the exterior materials. Mr. Tibrock stated they are 18 <br />proposing a maintenance free exterior siding with a shingled roof. There is stone around the 19 <br />building. The R-4 code shows brick, stone, glass or architectural metal. Mr. Tibrock asked if 20 <br />that is a suggestion or a requirement. 21 <br /> 22 <br />Chair Socha asked if the exterior was consistent with the other multi-family buildings nearby 23 <br />and Mr. Tibrock stated those are old buildings and this would be an improvement. Mr. 24 <br />Grittman indicated the siding would be metal or steel on this building. 25 <br /> 26 <br />Commissioner Hark referred to the floorplan and noted the dining area seems to be the only 27 <br />space for congregation. Mr. Tibrock stated the table/chairs setup in dining area is the main 28 <br />congregation area and the hub of a facility like this. There is also a living area on the 2nd floor. 29 <br />There are two outdoor spaces a patio and deck. There are 34 units with 38 beds. 30 <br />Commissioner Hark asked about the retaining wall to the north and Mr. Tibrock stated they 31 <br />will work with staff engineer on the design with 4½ feet in height. She asked if any 32 <br />sustainability goals will be met. Mr. Tibrock stated there will be some nature plantings. The 33 <br />rent is based on their income levels with elderly waivers. There are no restrictions on number 34 <br />of beds for the elderly waivers. 35 <br /> 36 <br />Chair Socha asked if it is license requirements to accept elderly waivers. Mr. Tibrock stated 37 <br />that it would be a Department of Health question but he has no reason to believe that it would 38 <br />go away. 39 <br /> 40 <br />Ms. Patti Peluso, 3747 Foss Road, lives in townhomes by the development. The residents are 41 <br />not likely to take advantage of bus transportation, so Uber may be frequenting the parking lot. 42 <br />The trash collection area looks like it is at the end of the parking lot. She asked what that will 43 <br />look like, will there be a cover on it, and will the odor be controlled. She asked about 44 <br />landscaping plan around the parking lot. She questioned the timeline, when groundbreaking 45 <br />will occur, and when the project will be completed. She is on the townhouse board and three 46
