Their 1 <br />driveway is a no-go zone for the construction process. She asked what recourse would be if 2 <br />construction trucks were parked in their area. She was happy to hear it is an assisted living 3 <br />facility. 4 <br /> 5 <br />Mr. Tibrock commented that Ms. Peluso is correct residents will not be using public 6 <br />transportation. They would be transported via vans to medical appointments or field trips. The 7 <br />trash area will be per the ordinances. There will not be a cover or roof, but the trash 8 <br />receptacles will have covers. They would not be opposed to another location but with the 9 <br />width of the site, a trash truck will need to be able to access it. The landscaping plan will be 10 <br />reviewed with City Staff according to Code. They would like to break ground late summer 11 <br />and anticipate an 8-month project. The construction traffic will be subject to a plan and a silt 12 <br />fence is necessary. They will be the general contractor with a job supervisor present on site. If 13 <br />there are issues, the job supervisor should take care of them. The construction personnel may 14 <br />use most of the on-street parking. 15 <br /> 16 <br />Ms. Peluso made further comments from the audience, which could not be heard. 17 <br /> 18 <br />Mr. Adam Rautio, 3763 Foss Road, thanked everyone for their comments. He has lived in St. 19 <br />Anthony for 12 years and is the past president of the townhome association. He has worked at 20 <br />a nursing home previously. There are 4 populations that come to a facility like this – residents, 21 <br />staff, medical, and visitors, along with volunteers. One parking space will be handicapped 22 <br />accessible. Foss is more narrow than Chandler. 11 parking spots would be a concern. He 23 <br />asked if the parking could be on the first level, with the facility on the second and third levels. 24 <br />Could garbage be in the tuck-under also. He asked St. Anthony do some research on other 25 <br />similar facilities in the Twin Cities area. 26 <br /> 27 <br />Mr. Joe Rutsch, lives in Townhomes of St. Anthony, on the north side of the proposed 28 <br />development. He believes the variances are for high density in an already highly dense 29 <br />community. This will cause a lot of hardships for the neighbors. The ordinances are to protect 30 <br />the neighbors’ comfort. Some mitigation of the hardships would be nice. Parking is a main 31 <br />issue. On Saturdays and Sundays, the parking is full. He asked for a sign saying parking is 32 <br />only available to Foss Road residents. He requested that some barrier/landscaping be put on 33 <br />the north side of the property. The storm drain is also a concern. He wants to make sure their 34 <br />driveway is protected and suggested an escrow be created in the event there is damage. Chair 35 <br />Socha asked about parking on the street and asked who is parking there. Mr. Roush stated 36 <br />there are cars from the apartment buildings. There is also traffic from the nursing home. Mr. 37 <br />Roush stated he would like to have parking for visitors to the townhomes also. The variance is 38 <br />for less parking spaces. 39 <br /> 40 <br />Ms. Andrea Braun, 3741 Foss Road, in the townhomes, stated there are 14 townhomes which 41 <br />are all owner occupied. They are quiet and good neighbors. She has two issues related to the 42 <br />assisted living. More density on the street cannot be handled unless something is done on the 43 <br />street. All the parking spaces are used during shift changes at Chandler Place and the nursing 44 <br />home. People are double-parking on Foss Road. It doesn’t get plowed decently because none 45 <br />of the cars move. She took pictures of the parking during the winter and can provide them to 46
