She is concerned about seniors 1 <br />crossing the street. She has lived in St. Anthony since the mid-80’s. Plowing is great in the 2 <br />residential areas. Her area is also residential, but they are forgotten. There is no room to add 3 <br />more cars. She does not believe 11 spots are sufficient. Her mother was in assisted living, and 4 <br />there were a lot of visitors including medical staff. She suggested that underground parking be 5 <br />used. She asked about noise from the garbage trucks and could they be scheduled at a 6 <br />reasonable hour along with deliveries. Her bedroom faces the property. 7 <br /> 8 <br />Ms. Leeann Eklund, who lives in townhouses, is wondering what happens to her townhouse if 9 <br />there is damage when greenspace is being torn up. She does not want to have to use insurance 10 <br />if her property is damaged. There are many dead trees on the property. She is in the end unit 11 <br />of the townhomes. 12 <br /> 13 <br />Mr. Robert Patterson has lived in St. Anthony for 60+ years and in the townhomes for 44 14 <br />years. He asked if there could be 68 residents in the assisted living facility, and the response 15 <br />was there would only be 38 residents. Parking is the big issue. There will only be 6 spaces 16 <br />available for visitors. Some of the visitors will need to park on the street. 4 existing parking 17 <br />spaces will be removed due to the driveway. Another issue is snow plowing. There needs to 18 <br />be places to put the snow. The street will be very busy. There will be ambulances and metro 19 <br />mobility vans causing a lot of traffic on the street. He asked if there needs to be an 20 <br />environmental impact statement. 21 <br /> 22 <br />Ms. Kathy V., stated she lives in townhomes and hears all the noise from Foss Road. The 23 <br />flashing lights from police cars can be seen from her townhome. The noise will be increased. 24 <br /> 25 <br />Mr. Tibrock stated that this is a pretty small 34-unit senior development. Staff will be no more 26 <br />than 5 staff at a time. Visitors should not create a parking issue. They do not feel parking will 27 <br />be an issue. A nursing home would have far more staff than this facility. With underground 28 <br />parking would not solve the problem and would be a huge expense. They are not too dense 29 <br />and are within the area designated by the City. They will stay away from the storm sewer 30 <br />which will need the variance to the south. They would be open to the sign on Foss Road. 31 <br />Hours for garbage pickup and other deliveries can be addressed. The property will be fenced 32 <br />during construction. Soil borings were done on the property and they are fine. 33 <br /> 34 <br />Comments made by Andrea Braun were inaudible. 35 <br /> 36 <br />Ms. Margaret Patterson, 3761 Foss Road, stated she is a retired nurse practitioner and spent 37 <br />her career visiting care facilities. She believes only 4 of the beds can be under elderly waiver. 38 <br />In assisted living, people don’t stay the same and need more care. 39 <br /> 40 <br />Chair Socha closed the public hearing at 9:18 p.m. 41 <br /> 42 <br />Commissioner Morita stated he hears and feels the pain for snow removal, as that is a City 43 <br />issue rather than a Planning Commission issue. He agrees that healthcare needs change for 44 <br />residents. He has concerns about parking. He believes the number of visitors is 45 <br />underestimated. He has concerns about moving this forward. 46
