Planning Commission Regular Meeting Minutes <br />March 18, 2025 <br />Page 11 <br /> <br /> 1 <br />Commissioner Anderson agreed with Commissioner Morita’s comments. She is concerned 2 <br />that Councilmember Doolan has done a lot of work on sustainability and this is needed for 3 <br />this project. 4 <br /> 5 <br />Commissioner Erickson stated that the number of visitors is underestimated, and residents will 6 <br />receive family and friend visitors frequently. There is already a lack of parking on Foss Road 7 <br />and the surrounding streets. He stated if parking at the facility is not feasible then the best use 8 <br />would be multi-family building. 9 <br /> 10 <br />Chair Socha asked about a privacy wall/landscaping on the north side of the project. Mr. 11 <br />Grittman stated that it would be a possibility to add landscaping, but would need to look 12 <br />further into a wall. Fencing versus a wall may not be possible due to the storm sewer. She has 13 <br />concerns about parking also. She would support wall/landscaping as a condition. 14 <br /> 15 <br />Commissioner Hark stated she has concerns about landscaping. She believes that at a 16 <br />minimum, landscaping should be done around the property. 17 <br /> 18 <br />Commissioner Corneille stated there are a number of requirements for the southern lot line 19 <br />with nothing noted for the northern lot line. He asked about the removal of the parking spots 20 <br />for the curb cut and driveway. He asked if the Fire Code required removal of the parking 21 <br />spots. Mr. Grittman stated the Fire Department Staff would allow them to park next to the 22 <br />curb in the front of the building without blocking traffic. The Fire Department would rather 23 <br />not have to back out of the parking lot. Commissioner Corneille asked if another variance 24 <br />could be added for impervious coverage. Mr. Grittman stated Staff did not ask the applicant to 25 <br />do that analysis but there could possibly be 5 more spaces added with adding impervious, 26 <br />which would be over the threshold. 27 <br /> 28 <br />Commissioner Mayne asked if impervious is offset by the presence of a pond. Mr. Grittman 29 <br />stated technically not offset by a pond. The City Engineer would need to determine that. 30 <br /> 31 <br />Commissioner Hark stated the project as proposed is maximizing the number of units, making 32 <br />each unit the minimum size. She believes it would be sufficient to minimize the number of 33 <br />units to increase the parking spaces. It is evident there is not a lot of onsite parking. 34 <br /> 35 <br />Commissioner Erickson stated if parking is left as it is it would limit the future marketability 36 <br />of the property. 37 <br /> 38 <br />Chair Socha stated parking is more of a concern and there needs to be landscaping on the 39 <br />north side. She suggested the applicant address the parking concerns and the Planning 40 <br />Commission revisit this in the future. 41 <br /> 42 <br />Commissioner Anderson asked if there was a way to contract for a heated space for the staff 43 <br />to park in the neighborhood. 44 <br /> 45 <br />Chair Socha re-opened the public hearing at 9:37 p.m. 46
