The cost to do underground 2 parking would make the project unaffordable. Initially, the entry was going straight in that 3 eliminated some parking stalls. They are open to more spaces if the City is open to a variance 4 for more impervious. They could resubmit new plans with increased parking if the 5 Commission was willing to consider an impervious variance by adding 11 more spaces. They 6 would be at 54.5%. 7 8 Chair Socha asked about adding a privacy wall/fence on the north side of the property. Mr. 9 Tibrock stated the concern is the depth of the sewer line. A fence would not be an issue. If it is 10 a wall with full foundation that may be an issue. 11 12 Comments were made by an unidentified audience member who did not approach the podium. 13 14 Commissioner Morita asked if 90% of residents would be of Hmong decent. Mr. Vang stated 15 that is at another facility. Commissioner Morita stated the path forward is to move this to the 16 City Council with an approval or denial recommendation or the applicant can come back with 17 modifications to the proposal to be reviewed again by the Planning Commission. 18 19 Mr. Tibrock stated his understanding is that the City Council generally accepts the Planning 20 Commission recommendations. He asked for more comments if there is a variance request for 21 the impervious. 22 23 Chair Socha asked if the Commissioners are open to reviewing a variance request with more 24 impervious. Mr. Tibrock stated they could go straight to Council. 25 26 Chair Socha closed the public hearing at 9:47 p.m. 27 28 Commissioner Morita noted if there was additional parking added along with a landscape plan 29 for the north side of the property, then he would be open to the proposal. 30 31 Commissioner Corneille stated he too is concerned about parking on the site. He would be 32 willing to reconsider with a revised proposal. 33 34 Commissioner Erickson agreed with comments regarding parking and a privacy fence along 35 the north side. He would also like nicer exterior materials. 36 37 Commissioner Hark stated she would like to see more quality materials on the exterior and 38 additional parking. She is not comfortable sacrificing pervious surface. She would like to add 39 more parking even if it means less units. 40 41 Commissioner Mayne stated he would like to see the impact of adding impervious to the site 42 to allow for additional parking. 43 44
