Planning Commission Regular Meeting Minutes <br />March 18, 2025 <br />Page 12 <br /> <br /> 1 <br />Mr. Tibrock stated they are not opposed to additional parking. The cost to do underground 2 <br />parking would make the project unaffordable. Initially, the entry was going straight in that 3 <br />eliminated some parking stalls. They are open to more spaces if the City is open to a variance 4 <br />for more impervious. They could resubmit new plans with increased parking if the 5 <br />Commission was willing to consider an impervious variance by adding 11 more spaces. They 6 <br />would be at 54.5%. 7 <br /> 8 <br />Chair Socha asked about adding a privacy wall/fence on the north side of the property. Mr. 9 <br />Tibrock stated the concern is the depth of the sewer line. A fence would not be an issue. If it is 10 <br />a wall with full foundation that may be an issue. 11 <br /> 12 <br />Comments were made by an unidentified audience member who did not approach the podium. 13 <br /> 14 <br />Commissioner Morita asked if 90% of residents would be of Hmong decent. Mr. Vang stated 15 <br />that is at another facility. Commissioner Morita stated the path forward is to move this to the 16 <br />City Council with an approval or denial recommendation or the applicant can come back with 17 <br />modifications to the proposal to be reviewed again by the Planning Commission. 18 <br /> 19 <br />Mr. Tibrock stated his understanding is that the City Council generally accepts the Planning 20 <br />Commission recommendations. He asked for more comments if there is a variance request for 21 <br />the impervious. 22 <br /> 23 <br />Chair Socha asked if the Commissioners are open to reviewing a variance request with more 24 <br />impervious. Mr. Tibrock stated they could go straight to Council. 25 <br /> 26 <br />Chair Socha closed the public hearing at 9:47 p.m. 27 <br /> 28 <br />Commissioner Morita noted if there was additional parking added along with a landscape plan 29 <br />for the north side of the property, then he would be open to the proposal. 30 <br /> 31 <br />Commissioner Corneille stated he too is concerned about parking on the site. He would be 32 <br />willing to reconsider with a revised proposal. 33 <br /> 34 <br />Commissioner Erickson agreed with comments regarding parking and a privacy fence along 35 <br />the north side. He would also like nicer exterior materials. 36 <br /> 37 <br />Commissioner Hark stated she would like to see more quality materials on the exterior and 38 <br />additional parking. She is not comfortable sacrificing pervious surface. She would like to add 39 <br />more parking even if it means less units. 40 <br /> 41 <br />Commissioner Mayne stated he would like to see the impact of adding impervious to the site 42 <br />to allow for additional parking. 43 <br /> 44
