Planning Commission Regular Meeting Minutes <br />March 18, 2025 <br />Page 2 <br /> <br />Mr. Grittman reviewed a Power Point for the Faith Methodist Church Digital Sign CUP 1 <br />located at 2708 33rd Avenue NE. The location of the church was indicated on a map. 2 <br /> 3 <br />The physical Sign Dimensions include: 4 <br />• Proposed Sign in existing changeable copy cabinet. 5 <br />• 12 square feet in area (2’ high by 6’ wide). 6 <br />• 8% of sign area as digital (maximum 35% overall allowed). 7 <br />• Total sign area 20 sq. ft. (maximum 34 sq. ft. allowed). 8 <br />• 20+ feet from curbline of 33rd Avenue NE (15’ required). 9 <br /> 10 <br />The Operational Sign Requirements include: 11 <br />• Monochrome color message on solid black background. 12 <br />• Instantaneous display change – no scrolling, etc. 13 <br />• Messages must be complete on each screen – not continuous. 14 <br />• Minimum Display Duration: 8 seconds. 15 <br /> 16 <br />Mr. Grittman reviewed the Staff recommendation which is Motion to recommend approval of 17 <br />the Conditional Use Permit application for a dynamic display sign, pursuant to findings 18 <br />related to compliance with the applicable city regulations, conditioned on compliance with 19 <br />ongoing operational practices, that meet the requirements of the sign ordinance. This motion 20 <br />is based on a finding that the proposed display is well within the allowances for such signs, 21 <br />and meets all location and size requirements, with the following condition: 22 <br /> 23 <br />1. Compliance with the operational standards of the Code in Section 155.29, notably the 24 <br />requirements for monochromatic lettering against a solid black background. 25 <br /> 26 <br />Also provided for Planning Commission consideration are Application Materials, Resolution 27 <br />25-0XX, and PH Notice – CUP 33rd Avenue. 28 <br /> 29 <br />Chair Socha opened the public hearing at 7:10 p.m. 30 <br /> 31 <br />Mr. Grittman noted an email was received expressing some concerns about the addition of the 32 <br />light on the sign to other features. He also received a phone call from a neighbor who 33 <br />expressed some concerns about safety along the roadway for children walking. 34 <br /> 35 <br />Mr. Ron Hanson, 3220 Belden Drive, lives across the street from the church and has lived 36 <br />there for 55 years. He noted there have been a few issues over the years. There was work 37 <br />taking place and he didn’t know anything was happening. He then received notice of the 38 <br />dynamic display sign. He spoke with the pastor to ask some questions. He has not seen what it 39 <br />is going to look like when it is finished. This is a residential neighborhood. Several of the 40 <br />neighbors are concerned about this. The road has a 25 mph speed limit. All the cars drive 41 <br />faster and it is also a bus line. He can sit in his den and the sign shines in his window. After 42 <br />dusk he has to shut his blinds to stop the light from shining into his house. He does not see a 43 <br />need for this sign. There have been issues with parking in the church lot, with lights shining 44 <br />into his house. He is not happy about this. He pays over $7,000 in taxes. He does not think 45 <br />this sign is needed. The minister told him they want to draw more people into the parish. 46
