Planning Commission Regular Meeting Minutes <br />March 18, 2025 <br />Page 3 <br /> <br />There are a lot of children in the area. He is concerned about strangers pulling into the church 1 <br />parking lot. The current sign is sufficient. Drivers will be looking at the sign and not see little 2 <br />children in the area. The majority of the people who go to that church do not live in the 3 <br />neighborhood. He asked that his concerns be passed on to Council. Chair Socha asked how 4 <br />this could be done to help with concerns, and if there were hour restrictions for the sign, 5 <br />would that help. Mr. Hanson stated if it were turned off before sunset, that would help. He 6 <br />loves this City, pays his taxes and has served on this commission in the past. 7 <br /> 8 <br />Mr. Dan Kramer, 2604 34th Avenue NE, emphasized to the Planning Commission when he 9 <br />turned in his application for the sign to the City, he was given the dynamic display ordinance. 10 <br />This ordinance will be followed to the letter. The sign will be dimmed down at night as part of 11 <br />the requirements. This sign is no different than the ones at St. Anthony High School and 12 <br />Nativity Church. It is a way for their church to talk about some of their community outreach 13 <br />that they do. The current sign is lit and goes out at 11:00 p.m. The intensity will go down in 14 <br />the evening and the hours per the ordinance will be adhered to. Commissioner Morita asked 15 <br />after the sign was installed would the church be willing to work with the neighbors 16 <br />collaboratively. Mr. Kramer stated they want to be good neighbors and would follow all the 17 <br />guidelines. The setback is 20 feet, and if you look at the line of sight, very little light goes 18 <br />west. Commissioner Anderson referred to the picture of the sign in the packet and noted they 19 <br />won’t be shining as bright at night. She asked that the photograph be shown to Mr. Hanson. 20 <br /> 21 <br />Mr. Ron Hanson stated he is west of the church and the light does shine in his window from 22 <br />the current sign. He can read the entire sign from his den. 23 <br /> 24 <br />Chair Socha closed the public hearing at 7:32 p.m. 25 <br /> 26 <br />Commissioner Erickson asked if there is any obligation to have the same regulations as other 27 <br />dynamic signs in the City. Mr. Grittman stated the sign does not have to have the same 28 <br />regulations as the other signs, as it is a Conditional Use Permit, and other conditions may exist 29 <br />on the site. 30 <br /> 31 <br />Commissioner Corneille asked if there were details in the other CUP for dynamic signs that 32 <br />would apply in this case. Mr. Grittman stated the Nativity sign had a setback condition. Chair 33 <br />Socha stated she remembers a discussion about hours on the previous sign approvals. 34 <br /> 35 <br />Commissioner Mayne asked how bright the light is on the existing sign and how that would 36 <br />compare to the dynamic sign. Mr. Grittman stated it is a different type of measurement 37 <br />between foot candles and LED lights. There is not really a good way to compare. 38 <br />Commissioner Mayne asked if the new sign could be less of a distraction and Mr. Grittman 39 <br />stated it could reduce the amount of light. 40 <br /> 41 <br />Commissioner Morita stated the concern about safety it may actually be safer with a dynamic 42 <br />sign as it would be easier to read when passing by the sign. There will be no small type. 43 <br /> 44 <br />Commissioner Anderson stated she finds those signs easier to read. 45 <br /> 46
