Commissioner Morita 1 <br />stated he has no objection since it fulfills all the requirements of the Ordinance. 2 <br /> 3 <br />Commissioner Mayne asked about the dimming of the light. Mr. Grittman stated it will be less 4 <br />in the evening hours. 5 <br /> 6 <br />Chair Socha stated the Commission needs to consider if this would be disruptive to the 7 <br />neighborhood. He appreciates the concerns Mr. Hanson has brought forward, however it does 8 <br />not change the criteria. 9 <br /> 10 <br />Commissioner Corneille asked if there are issues, could the ordinance be looked at by the 11 <br />Council. Chair Socha stated the Planning Commission can make recommendations to the City 12 <br />Council if necessary. 13 <br /> 14 <br /> Motion by Commissioner Morita, seconded by Commissioner Hark, to recommend the City 15 <br />Council approve a Resolution Approving a Request for a Conditional Use Permit for an 16 <br />Electronic Dynamic Display Sign at 2708 33rd Avenue NE in the R-1, Single Family 17 <br />Residential Zoning District. 18 <br /> 19 <br />Motion carried 7-0. 20 <br /> 21 <br /> Mr. Grittman noted this will come before Council at their April 8, 2025 meeting. 22 <br /> 23 <br />2. CUP – 0 FOSS RD 24 <br /> 25 <br /> Chair Socha opened the public hearing at 7:42 p.m. 26 <br /> 27 <br />City Planner Grittman reviewed before the Commission this evening is a request for a 28 <br />Conditional Use Permit for a 34-unit Assisted Living Facility on a 0.86-acre parcel at 0 Foss 29 <br />Road. The parcel is vacant except for a garage building in the southeast corner of the site. 30 <br />That building would be removed without impacting other property rights on neighboring land. 31 <br />The project requires a Conditional Use Permit for a senior residential building of between 20 32 <br />and 40 units per acre, and the applicant has prepared a plan that requires approval of a 33 <br />variance to the south (side yard) setback (reducing the setback from 20 feet to 10.5 feet), and a 34 <br />variance to parking requirements, reducing the parking supply from 37 to 11 parking spaces 35 <br />and waiving the requirement for underground parking on the site. 36 <br /> 37 <br />Mr. Grittman displayed drawings showing the location of the property. The Minimum CUP 38 <br />Requirements in R-4 Zoning include: 39 <br />1. 75% of parking supply is required to be underground. 40 <br />2. Parking supply totals 1.1 spaces per unit. 41 <br />3. The facility is located on a collector street or has alternative transit options arranged 42 <br />for tenants. 43 <br />4. Unit sizes below standard City requirements must identify a transitional plan 44 <br />supporting redesign if the facility changes to a general market facility. 45 <br />5. Density is limited to between 20 and 40 units per acre. 46
