City Council Regular Meeting Minutes <br />April 8, 2025 <br />Page 4 <br />2 Councilmember Doolan thanked Chief Diaz for the presentation and noted it is a great <br />3 representation of the volume of work done. The same number of people are delivering more than <br />4 twice the number of calls. She appreciates the extra training hours provided. She also appreciates <br />5 the continuous improvement efforts and advanced ALS training. <br />6 <br />7 Mayor Webster agreed with the Councilmembers' comments. She commended the department on <br />8 the training hours and also on community engagement. Mayor Webster thanked them for their <br />9 quick response time to calls. She appreciates the mutual aid support that is provided. Chief Diaz <br />10 will appear at the Council Work Session in two weeks to provide more details on the annual <br />11 report. <br />12 <br />13 B. Energy Action Plan. <br />14 <br />15 Sustainability Coordinator Minette Saulog reviewed the Energy Action Plan, developed through <br />16 our participation in Xcel Energy's Partners in Energy program, was introduced at the March 25, <br />17 2025, City Council Work Session. Partners in Energy staff and City Staff have taken Council's <br />18 comments and feedback from that meeting to make a few adjustments and deliver a final draft. <br />19 <br />20 An 18-month implementation period will begin after the plan is adopted. During this time, <br />21 Partners in Energy will directly support our City's efforts to make progress on the strategies in <br />22 the plan. The Memorandum of Understanding outlining how the City and Partners in Energy <br />23 will collaborate on implementation efforts was provided for Council review. <br />24 <br />25 Staff recommends the City Council adopt the Energy Action Plan and requests authorization for <br />26 the City Manager to sign the Memorandum of Understanding to continue the implementation <br />27 work with Partners in Energy. <br />28 <br />29 Ms. Saulog reviewed a Power Point presentation titled Energy Action Plan which included the <br />30 Purpose, Timeline, Energy Action Plan Vision and Goal, Focus Areas — Energy Efficiency, <br />31 Renewable Energy, and Electrification, Energy Efficiency Goal for Residential and Commercial, <br />32 Energy Efficiency Strategies, Renewable Energy Goal for Residential and Commercial, <br />33 Renewable Energy Strategies, Electrification Goal, Electrification Strategies, and <br />34 Implementation Support. <br />35 <br />36 The Next Steps are: <br />37 • April 8, 2025 — Final Energy Action Plan adoption. <br />38 • May 2025 — November 2026 — Implementation phase with Partners in Energy Support. <br />39 • December 2026 — Onward — St. Anthony Village would become a Graduate Partners in <br />40 Energy community; ongoing growth and progress for energy initiatives. <br />41 <br />42 Councilmember Jenson noted the planning process will end in November 2026 and asked if that <br />43 will include what homeowners can do to participate, and Ms. Saulog stated they will have <br />44 results. Councilmember Jenson asked if there are other things that can be done, and Ms. Saulog <br />45 stated that will be part of the educational information available. <br />46 <br />
