Community Facilitator, Megan <br />Weck, stated the goal is 12 subscriptions a year. Councilmember Doolan appreciates the <br />community opportunities. She asked if a church is interested in doing an energy audit, how do <br />they get started. Ms. Sofia Troutman from Xcel suggested they check out the nonprofit energy <br />savings,program. Councilmember Doolan asked if someone buys an electric vehicle or does an <br />electrification, are they automatically eligible for cost savings. She asked if this program will <br />help people get the most from rebates. Ms. Saulog stated that electrification is more about <br />changing from natural gas to electricity rather than vehicles. They can include information on <br />electric vehicles. Ms. Troutman stated that sometimes the contractor may take off the rebate from <br />their cost or they may apply for the rebate for the purchaser. <br />Mayor Webster commented that she appreciates the strategy of the Home Energy Squad and <br />appreciates the fee is reduced based on a family's income. <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to adopt the Energy <br />Action Plan for St. Anthony Village. <br />Motion carried 4-0. <br />a. Resolution 25-027 — Approving a Memorandum of Understanding [MOU] with <br />Xcel Ener v for the Partners in Energy Implementation Plan. <br />A copy of the Memorandum of Understanding was provided for Council review. <br />Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve Resolution <br />25-027 — Approving a Memorandum of Understanding (MOU) with Xcel Energy for the Partners <br />in Energy Implementation Plan. <br />Motion carried 4-0. <br />C. Ordinance 2025-01 — Regulating the Sale of Tobacco and Related Devices and Products. <br />City Manager Charlie Yunker reviewed the Ordinance 2025-01 An Ordinance Regulating the <br />Sale of Tobacco and Related Devices and Products. The presentation provided by the <br />Association for Nonsmokers -MN was provided for Council reference. This is the Final Reading <br />and adoption of the Ordinance. <br />Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to adopt Ordinance <br />2025-01 — Regulating the Sale of Tobacco and Related Devices and Products. <br />Motion carried 4-0. <br />D. Resolution 25-028 — Approving Summary Publication for Ordinance 2025-01. <br />
