There is a lot <br />of turnover in the parking lot with visitors coming and going. <br />Mayor Webster stated we do need more housing, and when we think about the needs for our <br />seniors within the community. She understands the neighbors' concerns about lighting, parking, <br />etc. She appreciates the flexibility of the applicant to adjust the proposal to better meet the <br />requests of the City and Planning Commission. <br />Councihnember Doolan stated that we want to have this facility have the least impact on the <br />neighborhood. Councilmember Doolan asked about the lighting and recognized that with this <br />type of facility, there are not a lot of in -and -out visitors at night. She suggested the applicant look <br />at other types of lighting that are available. <br />Motion carried 4-0. <br />Mayor Webster announced there would be a 30-second break. <br />IX. GENERAL BUSINESS OF COUNCIL. <br />A. Hennepin County and Ramsey County Mitigation Plans <br />Fire Chief Izzy Diaz reviewed in 2007, in accordance with the requirements of the Federal <br />Disaster Mitigation Act, Ramsey County and its incorporated cities agreed to jointly develop the <br />Ramsey County Multijurisdictional Hazard Mitigation Plan. In 2010, Hennepin County and its <br />incorporated cities followed suit, forming a similar agreement to develop the Hennepin County <br />MHMP. Both plans required adoption by the respective County Boards of Commissioners and <br />the City Councils of all participating municipalities before submission to the Minnesota <br />Homeland Security and Emergency Management (HSEM) and the Federal Emergency <br />Management Agency (FEMA) for final approval. The City of St. Anthony, which has been <br />included under both the Hennepin and Ramsey County MHMPs in the past and present, now <br />seeks to once again participate in and adopt the updated plans to ensure comprehensive <br />protection for all of its residents. The Plan is intended to serve many purposes, including: <br />• Enhance Public Awareness and Understanding. <br />• Create a Decision Tool for Management. <br />• Promote Compliance with State and Federal Program Requirements. <br />• Enhance Local Policies for Hazard Mitigation Capability./ <br />• Provide Inter -Jurisdictional Coordination of Mitigation -Related Programming. <br />Chief Diaz recommends that the City Council approves the adoption of the plans. If <br />Councihnembers are interested in reviewing the complete plan he can provide. <br />
