City Council Regular Meeting Minutes <br />May 13, 2025 <br />Page 9 <br />1 Mayor Webster noted that it should be anticipated that an emergency vehicle will visit this <br />2 facility at least once a week. She asked if a condition could be added that two of the parking <br />3 spots be reserved for emergency vehicles. Fire Chief Diaz stated he feels comfortable with the <br />4 plan and does not see the necessity to have reserved parking spots for emergency vehicles. Mr. <br />5 Tibrock indicated the no -parking area that could be used by emergency vehicles. <br />6 <br />7 Councilmember Elnagdy asked about the parking situation for the townhomes to the north, and <br />8 Mr. Grittman stated that their primary parking is in the garages, and there is room for vehicles <br />9 outside the garages for each unit. Councilmember Ehlagdy asked if it were changed from <br />0 assisted living to multi -family, who would bear the cost of the changes? There will be 16 parking spaces, and she <br />questioned if this would be adequate when staff are changing for shifts. The two spots are striped <br />as no parking to allow for vehicles to turn around. Councilmember Doolan asked about the green <br />space between the street emergency zone and the building is green space. Mr. Tibrock stated that <br />it would be where the sign is located. <br />Motion by Councilmember Jenson, seconded by Councilmember Doolan, to Resolution 25-037 - <br />Approving a Request for a Conditional Use Permit for a 34-unit Assisted Living Facility as well <br />as Variances from the Side Yard Setback in an R4 Zoning District, from Parking Requirements <br />in an R4 Zoning District, and from the Impervious Surface Maximum in an R4 Zoning District <br />with 17 conditions noted. <br />Councilmember Doolan requested to talk through the three variances. She feels comfortable with <br />the variance for the impervious surface with the BUT being constructed. For the variance for the <br />setback, she does not feel this is unreasonable. She is challenged with the variance on parking for <br />the functionality and effectiveness for staff. She believes the conditions are good strategies for <br />dealing with concerns. She does not care for the idea of putting people onto the street for <br />parking. <br />Councilmember Ehiagdy stated that it seems we are trying very hard to make this possible while <br />not considering if this will be a good experience for the residents and the surrounding homes. It <br />seems we are setting ourselves up to very narrow margins for how this will work. She also has <br />issues with parking. She questioned if we are setting ourselves up for failure in the future. <br />Councilmember Doolan stated that one of the things to think about is that visitors to a facility <br />such as this are not similar to other multi -family housing. There are no overnight guests. She <br />would prefer parking could tuck under without spatial problems. <br />Mayor Webster asked if the reduced parking will be a challenge in the future will be if the <br />building is converted to something different. <br />Councilmember Jenson stated that this property has been vacant forever, and we have a chance <br />to bring it onto the tax roll. There are 17 conditions to make it workable. He feels it is <br />worthwhile for the Council to approve in general. <br />
