City Council Regular Meeting Minutes <br />May 13, 2025 <br />Page 7 <br />1 Grittman stated that the width of the building is standard, and it could not be done without the <br />2 setback variance. <br />3 <br />4 Councilmember Elnagdy stated that she is worried that if the assisted living facility is no longer <br />5 needed, the rents on a 17-unit building would be too high. She referred to the parking and asked <br />6 where the personal vehicles would be parked. She asked about the access for emergency <br />7 vehicles. Mr. Grittman stated the space on the street would be sufficient for one vehicle. If there <br />8 were more responding vehicles, they might block the street temporarily. This allows for good <br />9 access to the front of the building. <br />10 <br />11 Councilmember Jenson asked how many parking spaces would be used for emergency vehicles, <br />12 and Mr. Grittman stated it would affect 3-4 parking spaces. <br />13 <br />14 Councilmember Doolan asked about the space allotted for emergency services, and it is <br />15 sufficient for more than one vehicle to respond. Mr. Grittman stated it would depend on which <br />16 vehicles arrived. A smaller vehicle could turn into the parking lot. She asked where the property <br />17 line is, as it is difficult to tell where the property lines are. Mr. Grittman based their plan on a <br />18 survey of the property, and they are required to build on their property. Councilmember Doolan <br />19 stated she appreciates the holding pond and asked if a holding reserve is included. Mr. Grittman <br />20 stated that the City Engineer wants final approval of the holding pond. <br />21 <br />22 Mayor Webster asked Mr. Grittman if the Council needs to address each variance. Mr. Grittman <br />23 stated that they can be addressed individually. <br />24 <br />25 Councilmember Jenson referred to the map and the access and asked if the fire truck would drive <br />26 into the parking lot or would the hose just be pulled from the street. Fire Chief Diaz stated the <br />27 emergency vehicles would enter the main entrance on Foss Road to allow access for emergency <br />28 vehicles. Fire Chief Diaz is ok with the design. <br />29 <br />30 Councilmember Elnagdy asked about the difference between multi-family housing and senior <br />31 housing number of units. Mr. Grittman stated the ordinance was structured for 20 units or more <br />32 needing a Conditional Use Permit. <br />33 <br />34 Councilmember Jenson asked about the north side wall that faces the other townhouses and <br />35 whether it will be aesthetically pleasing to the neighbors. The applicant has added some brick <br />36 and stone on that wall as well as some roof line variations. <br />37 <br />38 Councilmember Doolan stated there is a significant drop from the south end of the property to <br />39 the north end and asked if there was an option to have tuck under parking. She has concerns <br />40 about the degradation of the foundation due to the pressure of the wall. She questioned the <br />41 structural integrity of that transition from the south end to the north end. <br />42 <br />43 Mr. Dave Tibrock, Miller Architects & Builders, stated that the project is a typical current model <br />44 of an assisted living unit. It has a congregate dining style. Each room is a living/sleeping room <br />45 with a private bathroom. There are common areas, including dining areas, sitting areas, etc. Most <br />46 residents like to hang out in the dining room area. There will be a deck for residents to sit on and
