The applicant <br />2 has no intent to convert this building to any other use. On the very bottom elevation (south), the <br />3 building will be built into the grade. There would be no structural issues. <br />4 <br />5 Councilmember Randle asked if a meal plan is included in the cost. Mr. Tibrock stated that all <br />6 residents would eat together. Councilmember Randle stated there are three other facilities in the <br />7 City without 100% occupancy. Mr. Tibrock stated that there are models where each unit would <br />8 have small kitchens, but this facility will have meals prepared for them. The applicant has two <br />9 other businesses using this model, which are very successful. <br />10 <br />11 Councilmember Jenson asked if this was market rate rentals and Mr. Tibrock stated an elderly <br />12 waiver is available for those needing assistance. Some are private pay and some need assistance. <br />13 <br />14 Councilmember Doolan asked if the model is a person needs to live in the facility for a duration <br />15 of time before the waiver kicks in. Mr. Tibrock stated the owner will be offering an elderly <br />16 waiver as well as other programs. <br />17 <br />18 Mr. Tibrock stated that on the north end of the property, the applicant agreed to add landscaping <br />19 to provide screening on the north side. <br />20 <br />21 Councilmember Doolan recognized the Planning Commission for their thorough review of this <br />22 project. She asked about having rooftop solar, and that the cost would be prohibitive. She <br />23 believes this would be a great location for solar, and she would like the applicant to consider this <br />24 along with other sustainability measures. She suggested that Clean Energy Resource Teams be <br />25 contacted. Councilmember Doolan asked about reducing waste and composting, and suggested <br />26 space be built in to accommodate a future requirement for waste hauling. Mr. Tibrock stated he <br />27 does not know what that space would require. She asked when the space is planned, composting <br />28 should be considered. <br />29 <br />30 Mayor Webster stated she heard from the neighbors' concerns about the parking lot lights shining <br />31 into the bedrooms that face that lot. Mr. Tibrock stated that two lights are proposed and will meet <br />32 the City ordinance. This is being addressed to City standards. Mayor Webster asked about the <br />33 elderly waiver and asked what the estimated cost would be to residents at this facility and the <br />34 estimated wages staff would expect to earn. Mr. Vang stated the average is $20/hour for the <br />35 nurse aids. The monthly cost for residents would be $5,000/month, depending on the care needs. <br />36 <br />37 Councilmember Doolan asked if Mr. Vang has all required licensing. Mr. Vang stated there are <br />38 very strict requirements and he has all licensing required. Councilmember Doolan asked about <br />39 the number of EMS calls received. Mr. Vang stated each current facility has approximately 5 <br />40 calls to EMS per month. <br />41 <br />42 Councilmember Jenson noted there are 17 conditions that make this project compatible with the <br />43 neighborhood. <br />44 <br />45 Councilmember Doolan stated there was a concern raised from the townhome to the north about <br />46 their newly completed parking lot.
