MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:July 8, 2025 <br />Request: Worksession Discussion – Rental Housing <br />BACKGROUND <br />The City has been investigating options for rental housing regulation. In May of this year, the City <br />Council and Planning Commission convened in a worksession to address rental housing, including both <br />short- and long-term regulations. In June, staff brought a series of proposed amendments based on that <br />direction to the Planning Commission for consideration at a public hearing. The Commission made an <br />extensive series of comments and recommendations on both short-term and long-term rental housing <br />regulation. The subsequent table illustrates the proposed ordinance language with comments from the <br />Planning Commission and additional context from staff. <br />The proposed ordinance text addresses short-term rentals from the standpoint of prohibiting that use. <br />The first 9 sections of the ordinance address this prohibition, making it more explicit (rather than relying <br />on the implicit prohibition under current language) per previous discussion. The Planning Commission <br />voted to table action on these portions of the ordinance, pending an opportunity to create language <br />that expressly allows and regulates short-term rentals housing. <br />Section 10 of the ordinance addresses limitations on long-term rental housing. The Commission <br />recommended a series of modifications to the proposed language, and reached some consensus on the <br />methods of their proposed approach. <br />Accompanying the ordinance-form materials examined below, staff also presented draft informal draft <br />language that would establish the administrative procedures for implementing the ordinance. This <br />language is proposed to be added given the lack of several details in regulating and tracking rental <br />housing in the current City Code. <br />Finally, staff has also generated language for administrative enforcement of this and other City <br />permitting processes, including fines and appeals processes. That language is not included with the <br />materials for this worksession, but would be presented again for Council consideration when these <br />ordinances are ready for formal consideration. <br />In the following material, staff provides the proposed draft ordinance language, and the Planning <br />Commission’s modifications in a side-by-side comparison. The intent is to develop a specific direction <br />for Council policy, per the prior worksession, utilizing the draft ordinance as a baseline, and modifying <br />that draft if the Council wishes to do so.
