CONSENT AGENDA. <br />A. Approve October 28, 2025. Council meeting; minutes. <br />B. Licenses and permits. <br />C. Claims. <br />D. Resolution 25-073 — Authorizing Mavor and City Manager to Approve Toward Zero <br />Deaths Grant. <br />E. Resolution 25-074 — Authorizing The City to Apply for the Metropolitan Council <br />Environmental Services 2026 Private Propert,' UII Grant. <br />Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to approve the <br />Consent Agenda items. <br />Motion carried 4-0. <br />VII. PUBLIC HEARING <br />A. Ordinance 2025-07 — Amending Multiple Sections of Chapter 33 relatinL , to Sewer <br />Charge Rates. Water Rates. and Storm Water Facilities Charges. _ <br />Finance Director Maloney reviewed the goals of the utility rates. She provided details on water <br />costs specific to production and distribution and recommended adjustments to the distribution fee <br />and usage rates. She reviewed information on sanitary sewer costs for treatment and collection <br />and recommended adjustments to the collection fee and usage rates. She presented information <br />on stormwater rates and the proposed adjustment to rates. She reviewed rate comparison <br />information for other communities and the impacts by tier level. Additional details were <br />provided relating to the utility infrastructure fund, including the needs and expected costs. She <br />reviewed information on the stormwater fund and the anticipated funding uses in 2026. <br />Mayor Webster opened the public hearing at 7:22 p.m. <br />No comments. <br />
