City Council Regular Meeting Minutes <br />November 10, 2025 <br />Page 3 <br />1 There being no public input, Mayor Webster closed the public hearing at 7:22 p.m. <br />2 <br />3 Councilmember Jenson asked how the Metropolitan Council calculates the sanitary sewer usage <br />4 and billing for the community. Finance Director Maloney replied that it is done through <br />5 metering at the borders of the community. <br />6 <br />7 Councilmember Jenson referenced the distribution system for water to homes, which includes a <br />8 depreciation value, and asked if that would decline as more costs are transferred to fixed rate. <br />9 Finance Director Maloney provided additional information on the depreciation value of assets. <br />10 <br />11 Councilmember Jenson stated that he supports the automation of the backwash valves in the <br />12 treatment plant and believes that will be money well spent. <br />13 <br />14 Councilmember Doolan stated that this budget reflects the items the Council and staff discussed <br />15 in their goal -setting, including the need to improve long-term infrastructure to make it more <br />16 manageable. <br />17 <br />18 Mayor Webster appreciated that increases were spread accordingly across the tiers and was <br />19 happy to see that 81 percent of residents fall within tiers one and two, which are the lower tiers. <br />20 She appreciated that the tiers and increases align with usage and infrastructure needs. <br />21 <br />22 Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve the first <br />23 reading of Ordinance 2025-07 Amending Multiple Sections of Chapter 33 Relating to Sewer <br />24 Charge Rates, Water Rates, and Storm Water Facilities Charges. <br />25 <br />26 Motion carried 4-0. <br />27 <br />28 VIII. REPORTS FROM COMMISSION AND STAFF — NONE. <br />29 <br />30 IX. GENERAL BUSINESS OF COUNCIL. <br />31 <br />32 A. Resolution 25 075 Approving the Use of the Community Center and Council Chambers <br />33 for a Special Event November 29, 2025. <br />34 <br />35 Cody Holiday, President of St. Anthony Area Chamber of Commerce, provided information on <br />36 the Small Business Saturday event, which will take place at the Community Center on November <br />37 29, 2025. He provided information on the event in previous years, noting that they are still <br />38 accepting vendor applications and highlighting different activities that will be available as part of <br />39 the event in different areas of the building. <br />40 <br />41 The Council expressed support and excitement for the event. <br />42 <br />43 Councilmember Jenson acknowledged that the event has grown from year to year, which is great <br />44 to see. <br />45 <br />
