This <br />3 is the 37th year of collecting toys for “Toys for Tots”. <br />4 <br />5 Mayor Webster announced on Wednesday, December 10th, that all 4th-6th graders in Minnesota <br />6 can apply to be Mayor for the Day. Any student who wants to write an essay will be invited to <br />7 come to Council Chambers to read their essays, which will be forwarded to the State-wide <br />8 competition. <br />9 <br />10 VI.CONSENT AGENDA. <br />11 <br />12 A.Approve November 10, 2025, Council Meeting Minutes. <br />13 B.License and Permits. <br />14 C.Claims. <br />15 <br />16 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the <br />17 Consent Agenda items. <br />18 <br />19 Motion carried 5-0. <br />20 <br />21 VII.PUBLIC HEARING - NONE. <br />22 <br />23 VIII.REPORTS FROM COMMISSION AND STAFF - NONE. <br />24 <br />25 IX.GENERAL BUSINESS OF COUNCIL. <br />26 <br />A.27 Ordinance 2025-07 – Amending Multiple Sections of Chapter 33 Relating to Sewer <br />28 Charge Rates, Water Rates, and Storm Water Facilities Charges. <br />29 <br />30 City Manager Yunker reviewed the first reading, and a public hearing was held on November 11, <br />31 2025. There were no recommended changes to the draft ordinance from the first reading. The <br />32 key principles forming the rate adjustments are: <br />33 <br />34 Align revenues with the actual cost of service delivery. <br />35 Promote transparency in the methodology behind rate setting and adjustments. <br />36 Maintain structurally balanced operations. <br />37 Support the continued ability to: <br />o38 Deliver safe and reliable drinking water. <br />o39 Effectively collect and treat sanitary sewer flows. <br />o40 Manage and treat stormwater runoff in compliance with environmental standards. <br />41 <br />42 Councilmember Doolan asked about the stormwater rates and suggested that, during goal setting, <br />43 we discuss adjustments for property owners who install Best Practices. City Manager Yunker <br />44 agreed it will be added to the agenda for goal setting. <br />45 <br />6
