City Council Regular Meeting Minutes <br />November 25, 2025 <br />Page 3 <br />1 Staff recommends approval of the second reading of Ordinance 2025-07. Also provided for <br />2 Council consideration were Utility Fund Summaries, Rate Survey, Long-Range Utility Revenue <br />3 Plan, and Ordinance 2025-07. <br />4 <br />5 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve Second <br />6 Reading of Ordinance 2025-07 – Amending Multiple Sections of Chapter 33 Relating to Sewer <br />7 Charge Rates, Water Rates, and Storm Water Facilities Charges. <br />8 <br />9 Motion carried 5-0. <br />10 <br />B.11 Resolution 25-077 – Supporting a Statewide Ban on the Future Sale and Transfer of <br />12 Military-Style Assault Weapons and High-Capacity Magazines. <br />13 <br />14 City Manager Yunker reviewed that the City Council is requested to adopt a resolution to <br />15 support a statewide ban on the future sale and transfers of military-style assault weapons and <br />16 high-capacity magazines. At the October 14, 2025, City Council Meeting, members of the public <br />17 spoke during the Community Forum regarding gun violence, particularly related to its impact on <br />18 school-aged children. <br />19 <br />20 Mayor Webster stated on November 10 that she attended a meeting with other Mayors to discuss <br />21 Gun Violence in Minnesota. This resolution will provide Council’s support for a Statewide Ban <br />22 on Future Sale and Transfer of Military-Style Assault Weapons and High-Capacity Magazines. <br />23 <br />24 Councilmember Jenson commented that this emphasizes the assault type of weapons, military <br />25 grade style of weapons and states there should be better controls on the sale of these types of <br />26 weapons. <br />27 <br />28 Councilmember Elnagdy stated her position supports this resolution. <br />29 <br />30 Councilmember Doolan stated she is in support of this resolution and shared some background <br />31 information on her life in Montana. She provided feedback she had received from residents <br />32 during door-knocking. She has done a lot of research on this topic and provided some statistics. <br />33 <br />34 Councilmember Randle stated he has no issues with restricting these types of weapons. He thinks <br />35 that until the root problem is solved, people are going to find a way to get these weapons. <br />36 Anything helps. He is skeptical that this will make a dent in the problem. <br />37 <br />38 Mayor Webster thanked Councilmember Randle for his comments. Every year, letters are sent to <br />39 the families of students reminding them of gun safety. She has worked in the school system for <br />40 many years and provided information on training provided by the Police Department, along with <br />41 the frequency of drills being done in the schools. She fully supports this resolution. <br />42 <br />43 Motion by Councilmember Doolan, seconded by Councilmember Elnagdy, to approve <br />44 Resolution 25-077 – Supporting a Statewide Ban on the Future Sale and Transfer of Military- <br />45 Style Assault Weapons and High-Capacity Magazines. <br />46 <br />7
