We tailor each Comprehensive Plan to the unique needs of the community. <br />For Saint Anthony Village, the update will follow a five-step process designed to build understanding <br />and identify opportunities. The tasks are outlined in the following pages, along with a schedule that <br />illustrates how these steps come together. <br />COMPREHENSIVE PLAN APPROACH <br />IDENTIFY <br />OPPORTUNITIES <br />SET GOALS <br />DEVELOP <br />STRATEGIES <br />BUILD THE PLAN <br />ACTIVATE THE <br />PLAN <br />Understand issues and opportunities of Saint <br />Anthony Village today and in the future. <br />Establish a vision and goals for the community that <br />represent community needs and lived experiences. <br />Explore strategies, tools, and policies that will <br />drive development decision-making. <br />Establish a plan built on engagement and technical <br />analysis that will guide decision-making. <br />Finalize the plan through review and adoption and <br />celebrate upcoming implementation. <br />TASK 1: PROJECT MANAGEMENT <br /> Task 1 kicks off the update by getting organized and establishing a framework to guide <br />the work ahead and guides the completion of the planning process. <br />1.1 Comprehensive Plan Kickoff <br />The project team will launch the update with a kickoff meeting to confirm goals, establish communication <br />protocols, and define expectations for community and staff involvement. The kickoff will also revisit <br />lessons learned from the 2040 Comprehensive Plan and identify early opportunities to streamline <br />coordination across departments (Community Development, Public Works, EDA, Parks and Recreation, <br />etc.). <br />1.2 Met Council Requirements & Compliance Matrix <br />The task will begin with the screening and assessment of Saint Anthony Village’s 2050 System Statement. <br />This initial review will serve as an overarching framework for the update, documenting key assumptions, <br />regional policy direction, and the overarching changes that will need to be addressed throughout the <br />update. <br />We will prepare a detailed compliance roadmap aligning Saint Anthony Village’s update with Imagine <br />2050 requirements, including minimum residential density standards (Suburban designation), <br />transit station area density requirements, housing diversity expectations in every residential land use <br />category, affordable housing need allocation, and climate mitigation, as well as an understanding of <br />the infrastructure related requirements to ensure alignment across teams. This matrix will guide every <br />subsequent task to ensure regulatory alignment from the start. <br />1.3 Project Management <br />Our project management approach emphasizes proactive communication, accountability, and quality <br />control throughout the Comprehensive Plan update process.
