We tailor each Comprehensive Plan to the unique needs of the community. For Saint Anthony Village, the update will follow a five-step process designed to build understanding and identify opportunities. The tasks are outlined in the following pages, along with a schedule that illustrates how these steps come together. COMPREHENSIVE PLAN APPROACH IDENTIFY OPPORTUNITIES SET GOALS DEVELOP STRATEGIES BUILD THE PLAN ACTIVATE THE PLAN Understand issues and opportunities of Saint Anthony Village today and in the future. Establish a vision and goals for the community that represent community needs and lived experiences. Explore strategies, tools, and policies that will drive development decision-making. Establish a plan built on engagement and technical analysis that will guide decision-making. Finalize the plan through review and adoption and celebrate upcoming implementation. TASK 1: PROJECT MANAGEMENT Task 1 kicks off the update by getting organized and establishing a framework to guide the work ahead and guides the completion of the planning process. 1.1 Comprehensive Plan Kickoff The project team will launch the update with a kickoff meeting to confirm goals, establish communication protocols, and define expectations for community and staff involvement. The kickoff will also revisit lessons learned from the 2040 Comprehensive Plan and identify early opportunities to streamline coordination across departments (Community Development, Public Works, EDA, Parks and Recreation, etc.). 1.2 Met Council Requirements & Compliance Matrix The task will begin with the screening and assessment of Saint Anthony Village’s 2050 System Statement. This initial review will serve as an overarching framework for the update, documenting key assumptions, regional policy direction, and the overarching changes that will need to be addressed throughout the update. We will prepare a detailed compliance roadmap aligning Saint Anthony Village’s update with Imagine 2050 requirements, including minimum residential density standards (Suburban designation), transit station area density requirements, housing diversity expectations in every residential land use category, affordable housing need allocation, and climate mitigation, as well as an understanding of the infrastructure related requirements to ensure alignment across teams. This matrix will guide every subsequent task to ensure regulatory alignment from the start. 1.3 Project Management Our project management approach emphasizes proactive communication, accountability, and quality control throughout the Comprehensive Plan update process.
