Throughout the project, we will closely monitor the budget and timeline, <br />track key milestones, and conduct thorough reviews of all deliverables to ensure they meet project goals, <br />maintain high quality standards, and align with community and stakeholder expectations. <br />1.3 Stakeholder and Partner Collaboration <br />We will engage partners and collaborators throughout the planning process to ensure the plan is aligning <br />with community and regional needs and goals. With the support of Saint Anthony Village staff, we will <br />coordinate meetings and discussions with the following groups: <br />• Steering Committee <br />• City Council and Commissions <br />• Saint Anthony Village Departments <br />• Partner Agencies (e.g., Hennepin County, Ramsey County) <br />• Metropolitan Council <br /> <br />TASK 1 SUMMARY: <br />Deliverables:Project schedule, Check-in meetings, Meeting agendas, and summaries, Draft <br />staff reports, Invoices and progress tracking, Kick-off meeting materials <br />Engagement:Kick-off meeting (1); Stakeholder and Partner Collaboration <br />Community Engagement through Education and Understanding <br />Our engagement strategy prioritizes education as a foundation for meaningful <br />participation in the Comprehensive Plan process. By clearly communicating what <br />the plan does, how its policies influence future actions, and why it matters, we <br />help build lasting community understanding and support for implementation. <br />We also translate long-range planning concepts into everyday terms, showing <br />how the plan supports daily life, shared values, and the community’s evolving <br />sense of place. <br />Sharing an understanding of the overall process, <br />along with the minimum requirements, will <br />provide a foundation for building the plan. <br />Additionally, Met Council-developed tools will <br />inform the data collection efforts, ensuring proper <br />data sets and processes are adhered to. <br />PROCESS CONSIDERATIONS <br />TASK 2: COMMUNITY VISIONING AND <br />ENGAGEMENT <br />Task 2 focuses on collaboration with the community, partners, and stakeholders throughout the <br />planning process - ensuring opportunities to collaborate with various perspectives and experiences. A <br />comprehensive plan is the community’s plan and efforts in this task ensure that feedback is collected to <br />drive plan decisions. <br />2.1 Community Engagement Plan (CEP) <br />A Community Engagement Plan (CEP) establishes the engagement goals and activities that will be used <br />to collaborate with the community in the development of the plan and the decision-making process. The <br />CEP will identify the specific engagement techniques, strategies, and promotional methods that will be <br />used, along with the specific roles and responsibilities of the city and TC2 team. A draft CEP will be created <br />and reviewed with city staff during the kick-off conversations. <br />As part of the CEP development, we will complete a stakeholder mapping exercise to understand <br />community groups and identify the best ways to connect and collaborate. We’ve found that building <br />these connections early increases engagement, participation, and support of the overall plan. We’ll <br />collaborate with community connections to share engagement opportunities and promote the plan. At <br />the heart of the CEP are multiple workshops with elected officials, designed to build trust in the process, <br />strengthen understanding of plan updates, and empower them to confidently use the plan in their <br />decision-making roles. <br />Engagement activities have been identified within each phase to meet the goals of that phase. The <br />following tools are used throughout the process, with details described in each phase. <br />• Online Engagement: The project website serves as a central hub for sharing project updates, <br />documents, timelines, and opportunities for feedback. It provides 24/7 access to information and <br />can host interactive features like comment forms, maps, and surveys. Additionally, social media and <br />eblasts can share information and connect the community to engagement opportunities. <br />• Kick-off Meeting: Early conversations create an opportunity to introduce goals, timelines, and <br />engagement opportunities. It sets the tone for transparency and invites early input. <br />• Community Events: Tabling and engagement with community members who are already out <br />engaging with the community at a local event. These events allow us to meet people where they <br />are and spend a short time sharing info and gathering feedback. <br />32
