• Focus Groups/Stakeholder Interviews: Small, facilitated discussions with targeted groups.
These allow for deeper dialogue, uncovering nuanced perspectives and local knowledge that might
not surface in larger forums. They’re ideal for discussing localized impacts and fostering ongoing
relationships.
• Workshops/Open Houses: An opportunity to invite community to learn more about the process
and provide feedback through presentations, stations, and displays. Staff are available to answer
questions, and feedback is often collected through comment cards or interactive boards.
• Community Surveys: Structured questionnaires (online and paper) used to gather broad
input from a wide audience. Surveys are great for identifying trends, preferences, and priorities.
Demographic questions are also included to learn more about the survey results and ensure the
survey is reaching a representative section of the community.
Task 2.2: Project Information, Website, and Social Media
A critical component of the project is disseminating updates and deliverables throughout the planning
process, ensuring the community has access to updates and outcomes. We will utilize the City’s website to
establish a project website to share updates and connect the community to engagement opportunities.
This website will serve as the one-stop shop for all things Comprehensive Plan, sharing information about
engagement opportunities and plan deliverables. We will also execute a social media campaign to keep
community members and stakeholders informed.
Task 2.3: Steering Committee
The Steering Committee is a diverse group of community members and stakeholders who bring a variety
of perspectives, experiences, and voices to the Comprehensive Plan update process. The committee will
help guide key planning decisions, provide feedback on project materials, and ensure the plan reflects
the community’s values, priorities, and vision for the future. The Steering Committee will meet every
other month throughout the planning process to review progress, discuss findings, and help shape the
direction of the plan.
PHASED ENGAGEMENT APPROACH
A phased engagement approach will be used throughout the development of the comprehensive plan
to build understanding, gather purposeful input, and create excitement for future implementation. A
phased engagement approach will be used to gather feedback at three key points to align with the needs
of the process. These phases are summarized below and are detailed within the scope description in the
following pages.
Approach to Inclusive Engagement
At TC2, we believe meaningful engagement starts by creating opportunities
for all voices to be heard. Our approach is grounded in inclusivity, ensuring
we capture a wide range of experiences, perspectives, and community needs
through engagement activities tailored to the audience, their interests, and their
familiarity with the topic. We provide materials in multiple languages, use a
variety of engagement formats to meet people where they are, and design
events that are accessible in terms of location, timing, and participation
methods. By removing barriers and offering multiple ways to engage, we help
create a welcoming environment where residents, stakeholders, and community
members can contribute in ways that are comfortable and meaningful to them,
resulting in more representative and informed planning outcomes.
Phase 1: Community Vision
Phase 2: Community Strategies
Phase 3: Share the Plan
Gather input from a diverse range of community members
about their experiences, values, and priorities to establish
a shared vision and inform the Comprehensive Plan goals.
Engage the community in evaluating potential ideas and
strategies to refine plan recommendations, understand
priorities, and build support for future investments and
actions.
Present the draft plan to the community, demonstrate how
public input shaped the recommendations, gather final
feedback, and build enthusiasm for implementation.
