This task includes the first community engagement opportunities and further analysis of current conditions. Task 3.1: Data Collection and Past Plan Review This task will focus on the collection and analysis of demographic data, economic, physical, and mapping data in Saint Anthony Village. The data analysis and mapping will shape the profile of Saint Anthony Village, establishing key data points and insights that will serve as the foundation for the plan. Findings will highlight compliance gaps, outdated assumptions, and areas where the community’s values have evolved. This task includes the gathering and initial analysis of three sources: • Demographic data from the U.S. Census Bureau, American Community Survey, Met Council, and other similar sources will be explored to understand population, housing, and economic trends. • GIS data from Saint Anthony Village, Hennepin County, Ramsey County, Met Council, and other local and regional sources will be explored to understand physical conditions and explore development and preservation opportunities. • Economic and housing baseline data will be visualized and interpreted in a series of elements intended to capture current and forward-looking dynamics in the City. Elements will include behavioral data, economic conditions, and industry cluster activity. • Past plans will be reviewed to understand the goals and priorities that have shaped Saint Anthony Village today. These plans include completed planning efforts along with active projects and initiatives. Task 3.2: Community Profile This task will focus on preparing a community profile that documents existing conditions and key trends shaping Saint Anthony Village. Land use, economic, housing, and demographic data will be analyzed to establish a baseline understanding of how the community has developed and how it is changing. Population, employment, and household projections will be used to identify emerging trends, providing context for future development and reinvestment considerations and helping to understand how growth may affect the community’s character over time. As part of this effort, we will review the City’s existing land use framework to ensure it accurately reflects current development patterns and conditions. Using the zoning map, the 2040 Comprehensive Plan, and other relevant data, we will evaluate land use categories, development trends, and the extent to which planned development has been absorbed since the last update. This analysis will document how the current plan has influenced growth over the past decade and establish a clear foundation for future planning decisions. Task 3.3: Community Vision Engagement The Community Vision phase is designed to build a shared understanding of Saint Anthony Village by learning directly from the people who live, work, play, and invest in the community. Through a variety of inclusive engagement tools and events, we will gather meaningful input from a diverse range of voices about what community members value, the challenges they experience, and their hopes for the future. This feedback will serve as the foundation for the Comprehensive Plan and directly inform the goals that guide future decisions and investments.
