This work will set the foundation for Task 5. Task 4.1: Vision and Goals Developing a community vision and goals is a vital step in the planning process. It not only sets the intended future of the community but also provides the framework for establishing and monitoring future actions and processes. Using the issues and opportunities set in Task 3, we will create an overall vision and goals framework that aligns with Saint Anthony Village’s goals for the planning process and the feedback received. This framework will establish the structure and connection of the overall vision statement, plan element needs, and implementation actions. The framework will be refined prior to the development of any draft statements, building an understanding for future implementation of the plan. Following the development of the goal framework, we will prepare draft goal statements for Saint Anthony Village. Community engagement, existing strategic priorities, and demographics will shape the goals. The draft statements will be initially reviewed with city staff and will be refined through the analysis in Task 4. Task 4.2: Community Update The community vision and goals will be shared with the community via the project website to provide a process update. The overall framework will also be shared with insights into the analysis phase and future engagement opportunities. The identified visions and goals will also be shared with the Planning Commission and City Council through a brief update. TASK 4 SUMMARY: Deliverables:Vision and Goals Memo Engagement:Community Update The defined community goals will be compared to Saint Anthony Village’s system statement to understand alignment and potential areas of mis- alignment.PROCESS CONSIDERATIONS TASK 5A – PLAN DEVELOPMENT BASED ON METROPOLITAN COUNCIL REQUIREMENTS This task will focus on identifying and completing analyses to develop strategies and outcomes for each of the required plan elements to align with the community’s vision and goals and fulfill the minimum requirements. Task 5a.1: Land Use Analysis Land use analysis will be a primary focus of the Comprehensive Plan update, with particular emphasis on redevelopment and reinvestment opportunities. This effort will include a review of past development decisions and recent growth trends, along with an evaluation of opportunities for future change. The Future Land Use Plan will be informed by existing land use and zoning, recent development activity, and regional growth patterns. Findings from the community profile will help identify development opportunities and constraints such as environmental features, infrastructure capacity, land suitability, and surrounding context, that will guide future land use decisions and support strategic growth and investments in key areas. A major focus will be confirming Saint Anthony Village’s growth areas and determining how updates to density requirements and affordable housing goals are addressed and reflected throughout the plan update. 35
