Policies and strategies to maintain, modernize, and expand park amenities in coordination with future development and to ensure equitable access for all neighborhoods will also be explored. Task 5a.6: Natural Systems Analysis Natural systems include the community features that were here before us and are valued features of the community character. Analysis will include the identification of existing features that will inform the development constraints and opportunities to inform the land use analysis. Specific systems will be mapped and analyzed including terrestrial areas and water bodies. Strategies and policy actions to preserve and enhance these resources through development activities will also be explored. Task 5a.7: Climate Analysis This effort will support the City in addressing all required climate planning elements through the Comprehensive Plan. The work will address both greenhouse gas (GHG) mitigation and climate adaptation using a structured, step-by-step approach that is scalable, practical, and aligned with local priorities. The process will begin with the development of a GHG inventory using readily available data to establish a baseline understanding of community-wide emissions. Building on this foundation, we will support the City in identifying climate goals informed by community and stakeholder engagement. A suite of potential GHG reduction strategies will then be identified and evaluated across relevant economic sectors to understand their potential impacts and implementation considerations. In parallel, we will work with City staff to conduct a resiliency assessment focused on local climate vulnerabilities, including extreme heat, localized flooding, and other hazards identified through community engagement and local knowledge. This assessment will inform the identification of adaptation and mitigation strategies, with particular attention to public health, food security, and overall community resilience. Climate planning will be integrated throughout the comprehensive planning process and coordinated with engagement activities to build understanding, support, and momentum around climate goals and strategies. This approach will also strengthen local staff familiarity and capacity to address climate considerations as part of ongoing planning and communications. Together, the climate strategies developed through this process will support the City’s broader goals for sustainability while reinforcing economic development, housing, and land use priorities. Task 5a.8: Community Strategies Engagement During the Community Strategies phase, we will share potential ideas, priorities, and strategies for each Comprehensive Plan element and invite community members to provide feedback on future directions. Engagement activities will be designed to reach a broad and diverse audience, helping the project team understand community perspectives and levels of support for various investments and actions. This phase will help refine recommendations, build community understanding of future opportunities, and foster support for the plan’s long-term vision.
