Through accessible engagement opportunities, community members will have the chance to review the plan, provide final feedback, and help refine key components before adoption. This phase also builds excitement for implementation by highlighting the shared vision and future investments that will shape Saint Anthony Village in the years ahead. Share the Plan Engagement Events • Open House (1) • Listening Sessions (2) • Website Update • City Council Update TASK 7 SUMMARY: Deliverables:Implementation Plan, Draft Comprehensive Plan Engagement:Open House, Listening Sessions, Website Update, City Council Update TASK 6 – PLAN REVIEW AND ADOPTION We will support Saint Anthony Village through the plan review and adoption process. The following tasks support the required adoption process according to the Local Planning Handbook. Task 6.1 Final Plan We will finalize the plan based on staff comments and prepare it for the adoption process. Updates will be made to the project website to track the plan’s adoption process. Task 6.2: City Council Action Following the review of the draft and final plan by staff and the Preliminary Plan Review with Met Council, the City Council must take action to initiate the review and adoption process. We will prepare a staff response, presentation, and resolution to support this effort. As the plan is developed, the minimum checklist will be used to ensure the plan fulfills all require- ments. Coordination with Metropolitan Council Sector Representative to review plan elements and coordinate adoption process, this includes the Preliminary Plan Review to address potential con- formance, consistency, or compatibility concerns. PROCESS CONSIDERATIONS Task 6.3: Adjacent Community Review The review process will provide required opportunities for comment from adjacent and affected jurisdictions. We will assist the City with preparing and distributing the plan for review to jurisdictions identified by the Met Council and will proactively coordinate materials and timelines to streamline the review process and minimize delays. Comments received during the six-month review period will be organized by plan element, and we will prepare a clear, consolidated response to all comments. That response will identify whether plan amendments are necessary and support timely revisions, helping reduce the overall review and approval timeframe. 7 2 2 2 2 Adjacent Communities School Districts Watershed Management Organizations Regional Park Agencies State Agencies Task 6.4: Council Action and Met Council Review A review of the plan by the Met Council is the next step in the planning process. A public hearing of the City Council will be held to gather community input in the continued finalization of the plan. The City Council will approve the plan for submittal to the Met Council for review. We will support the City in the submittal of the plan and review process. As comments are received, we will work with staff to identify needed plan updates to comply with comments and advance the plan through the approval process. A comment/response table will be maintained through this effort. Task 6.5: City Council Adoption Following the Met Council’s review, we will assist the City with the adoption of the Comprehensive Plan. We will prepare a staff report, presentation, and resolution to support the public hearing process. Upon approval, we will package all required materials.
