City Council Regular Meeting Minutes <br />December 13, 2005 <br />Page 5 <br />1 Councilmember Stille stated yesterday he attended the influenza pandemic training put on by <br />2 Ramsey County. The session identified effects and what may occur. The idea was to <br />3 communicate about what to do when it occurs. The federal government and the state have plans. <br />4 He added volunteers are needed, especially in the health care arena, and if anyone is interested <br />5 they should contact City Hall. <br />6 <br />7 Mayor Faust indicated he also attended the influenza pandemic training, and it is important to <br />8 review the emergency operation plan. He attended the League of Minnesota Cities conference in <br />9 Rochester and noted it was an important opportunity to hear elected officials from other areas <br />10 regarding new and developing ways of doing business. On December 7 he attended the Chamber <br />11 of Commerce Board meeting where they collected over $3,200 to support the troops in Iraq with <br />12 phone calling cards and AFIS. <br />13 <br />14 VIII. COMMUNITY FORUM. <br />15 Mayor Faust invited residents to come forward at this time and address the Council on items that <br />16 are not on the regular agenda. <br />17 <br />18 Bill Gates, 2707 Benj amins Street Northeast, stated Limu Coffee has been given an unfair deal <br />19 because the owner's rent is proposed to be raised by 75%. <br />20 <br />21 Cheryl Hubbard, 3605 37th Avenue, stated she isroud to live in an urban walkable community <br />y <br />22 and believes for one shop to be discriminated against since Caribou has moved in is unjust. <br />23 <br />24 Lyle Payette, 3200 Roosevelt, stated influence pays bills and the little person should have a <br />25 chance. <br />26 <br />27 Dave Youngman, 2503 -- 33rd Avenue, stated he would like Council to verify if Caribou signed a <br />28 contract stating there would be no other coffee shops in the area. He added to boost somebody's <br />29 rent by 75% is absolutely worse than he can say. Mayor Faust replied typically the City does not <br />30 know what are in contracts and he does not know that they can demand that information. <br />31 <br />32 Janice Huss, 3224 Croft Drive, suggested someone from Council research other businesses in the <br />33 complex to see if their rent has gone up, too. She added the developer has stated Limu Coffee <br />34 can stay but the rent will be raised by 75% and asked if Council could pressure the developer. <br />35 <br />36 David Polfliet, 1580 3rd Street NW, New Brighton, stated Limu Coffee has been there for several <br />37 years and has provided stability and improvements to that corner. He added if Limu moves out <br />38 who will cover the debt she has to take with her. <br />39 <br />40 Danny, 1414 Hubbard Street, St. Paul, stated Limu Coffee has become a fixture in the <br />41 community. Limu is a family-owned business, they have put tremendous resources into the <br />42 business, and expose individuals to culture; therefore, Council should advise the support <br />43 necessary to maintain the business. <br />44 <br />45 Gary Huss, 3224 Croft Drive, asked what kind of example is being set for children. He added it <br />46 would be a tragedy if Council did not set the example that people care about those in their <br />47 community. <br />8 <br />
