City Council Regular Meeting Minutes <br />December 13, 2005 <br />Page 4 <br />1 the City of St. Anthony for 2006 and 2007. He added this is a two-year contract with a <br />2 3.5% wage increase each year, an insurance increase in 2006 of $40.00 and in 2007 of <br />3 $50.00., and a uniform allowance increase in 2006 of $500.00 and in 2007 of $500.00. <br />4 <br />5 Motion by Councilmember Horst, seconded by Councilmember Stille, to adopt <br />6 Resolution 05-099, re: contract with International Association of Fire Fighters, Local No. <br />7 3486. <br />8 Motion carried unanimously. <br />9 <br />10 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br />11 City Manager Morrison reported the following: <br />12 • There is a proposed election precinct change — Hennepin County Precinct 1 from St. <br />13 Charles to Autumn Woods. Council will need to pass a resolution regarding this in the <br />14 future. <br />15 • Agenda packets are available online in 2006. <br />16 • There will be a public open house with Hennepin County on January 23, 2006 from 7:00 <br />17 p.m. to 9:00 p.m. and the last Task Force meeting on January 30, 2006 for the Silver Lake <br />18 Road Project. <br />19 0 There will be a bi-weekly packet on miscellaneous information like liquor statements and <br />20 street projects put in Council boxes. <br />21 • The bid opening for the 2006 street improvement project has a low bidder — Northdale <br />22 Construction. <br />23 e There will be TIF bonds for Phase I, Silver Lake Village in early 2006. <br />24 0 Windows have been put on the doors at the community center. <br />25 0 The Nextel lease will be presented on January 10, 2006. <br />26 9 This is the last Council meeting of 2005. The next Council meeting is January 10, 2006. <br />27 <br />28 Councilmember Thuesen stated recommendations from the Ramsey County Library Task Force <br />29 include a large library in Arden Hills and closing the Mounds View library; rebuild the Arden <br />30 Hills library and keep the Mounds View library open; rebuild the Arden Hills library, keep the <br />3-1 Mounds View library, and expand the Shoreview library; rebuild the Arden Hills library, keep <br />32 the Mounds View library, and add a library at Silver Lake Village Plaza with another county. He <br />33 added recommendations will go to the Ramsey County Library Board and they will take action <br />34 in the first six months of next year. <br />35 <br />36 Councilmember Gray stated there is nothing to report. <br />37 <br />38 Councilmember Horst stated he attended the Silver Lake Village Task Force meeting and it is <br />39 coming down to the final drawings, which should be ready for public inspection towards the end <br />40 of January. Last week he attended the League of Minnesota Cities exposition and conference in <br />41 Rochester. Yesterday he attended the Minnesota Rock Symposium planning session, which will <br />42 bring together 13 artists from around the state and six from different countries. A new sculpture <br />43 will be going into Solo Park. Mayor Faust replied Minnesota Rocks is potentially sending <br />44 delegates the first week of June and the dedication may be on June 8th; he will provide more <br />45 information once it is received. <br />46 <br />6 <br />
