REPORTS FROM COMMISSION AND STAFF. <br />6 None. <br />7 <br />8 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />9 A. Consider Resolution 05-094, re: approving the 2006 tax levy and budget. <br />10 Mr. Mornson reviewed the resolution with the Council and indicated that the 2006 General Fund <br />11 Budget total is $4,177,500. The City makes up 32.2% of taxes. Goals of the 2006 budget <br />12 include no increase in the general fund operating levy with all other levies remaining constant. <br />13 The 2005 to 2006 budget dollars increase is $208,500, with a percentage of 5.25%. <br />14 <br />15 Mr. Mornson reviewed the general fund revenues stating the tax levy is 59.8%, which is down <br />16 from last year. He reviewed the levies that impact property taxes including the general fund, <br />17 road improvements, lease revenue bonds, certificate of indebtedness, tax abatement, and PERA <br />18 rate increase, and noted the percentage increase equals 3.4%. <br />19 <br />20 Mr. Mornson reviewed the general fund expenditures. He reviewed the City portion of 2006 <br />21 property taxes and items affecting it including the budget, roads, public facilities, certificate on <br />22 fire truck, tax abatement, and PERA rate. Capital equipment includes the police department, fire <br />23 department, public works, City Hall upgrades, and finance / administration. He reviewed what <br />24 property owners get for their property tax dollars. <br />25 <br />26 Mr. Mornson reviewed the newly implemented cost effective services, support from businesses <br />27 and civic organizations, and grants. <br />28 <br />29 Councilmember Stille asked when the street improvement project dollars would level off. He <br />30 also asked in the capital expenditures where is the fire truck. Roger Larson, Finance Director, <br />31 replied in 2013 one project will end and one will level off. He added the truck is in the fire <br />32 station having logos and lights put on. <br />33 <br />34 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to adopt Resolution 05- <br />35 094, re: approving the 2006 tax levy and budget. <br />36 <br />37 Mayor Faust commended the City Manager and Staff for being innovative and for keeping the <br />38 levy at zero. He asked if Mr. Mornson is comfortable with the budget. Mr. Mornson replied yes. <br />39 <br />40 Motion carried unanimously. <br />41 <br />42 B. Consider Resolution 05-095, re: appointing_ Park Commission member. <br />43 Mr. Mornson reviewed the resolutions with the Council and indicated these are appointing Dan <br />44 Ganley to the Parks Commission and Joel Stromgren and Don Jensen to the Planning <br />45 Commission. <br />46 <br />0 <br />
