STAFF REPORT <br />To: Mayor and City Council <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: February 14, 2003 <br />Subject: Planning Consultant for 2008 Comprehensive Plan Update <br />Requested Action: <br />Approval for Staff to develop a Request for Proposal (RFP)and accept proposals from Pl <br />Consultants interested in assisting the Citannin <br />y in doing a 10 -year update to the City's Comprehensive required by Minnesota Statute. e Plan as <br />Background: In 1998, the staff, consultants, task force and Planning Cornuussion culminated a ear's work <br />and presented the City Council and the Met Council with an updated Comprehensive Land Use Plan. Thus <br />was the first update to the City's Comprehensive Land Use in twenty (20) years and had been <br />se Plan <br />mandated by the State of Minnesota. As part of that legislation, cities were also required to complete an <br />update to their comprehensive plan every ten (10) years. <br />Last summer, the City was notified by the Met Council that in accordance with Section 462.355, an update <br />to the City's comprehensive plan was due in 2008. Staff also received a system statement that showed how <br />changes is the Met Council's regional system will potentially impact St. Anthony in the areas of <br />transportation, water resources management, and regional parks plans. <br />Staff is requesting that the Council approve the attached resolution giving Staff the authority to develop an <br />RFP for planning consultants and to distribute the RFP to qualified firms. Staff will then compile a list of <br />Planning Consultants who have responded to the City's RFP for City Council consideration and approval. <br />BRW, Inc. provided the consultant team that worked with Staff and the Task Force for the 1998 <br />Comprehensive Plan. <br />26 <br />
